Job description

Position Overview

Assist the HBS Financial Administrator with underwriting and rate-setting analysis and activities for the Texas Association of Counties (TAC) Health and Employee Benefits Pool (Pool). Assist the Financial Administrator with reporting and analysis of the Pool's health and benefit plans, the Pool's annual renewal activities and administrative services only (ASO) group renewals. Assist HBS staff with financial analysis, renewal rate calculations, alternate rate calculations, wellness incentive cost impact analysis and benefit plan performance reviews. Assist with the production of responses to Requests for Proposals (RFPs) and Requests for Quotes (RFQs). Responsible for planning and developing other employee benefit program elements as directed by the department director and Financial Administrator. Some travel required. Residence in Texas is required.

Essential Job Functions

  1. Conduct underwriting functions such as rate modeling, risk assessment, claims evaluation, and renewal analysis.
  2. Assist the Financial Administrator with the development and maintenance of dynamic dashboards and reports for performance tracking.
  3. Independently coordinate with actuaries and underwriters on Pool strategy, cost projections, and budget impacts.
  4. Provide analytical insight to leadership including claim analyses, plan design evaluations, and changes in market trends.
  5. Develop and present complex financial materials to internal and external stakeholders.
  6. Compile and reviewdata for responses to RFPs and RFQs.
  7. Monitor employee benefits markets and summarize identified trends.
  8. Perform other duties as assigned.

Non-essential Job Functions

Experience / Education Requirements

  • Bachelor's degree in finance, math, business administration, or related field required; emphasis in health insurance or a related field preferred but not required.
  • Two or more years of experience performing financial analysis and financial reporting in a professional environment.
  • Preferred experience in health insurance underwriting, actuarial services, or account management of a self insured group.
  • Demonstrated ability to perform advanced analysis independently.
  • Cannot have any form of employment corrective action within the last 12 months (Internal Applicants).

Knowledge, Skills and Abilities

  • Must demonstrate strong analytical and quantitative skills, with the ability to interpret complex technical data and translate insights into actionable recommendations to various stakeholders.
  • Position requires a high degree of professionalism in representing TAC and the Pool in significant contacts with elected officials, public employees, and members.
  • Position requires a high degree of confidentiality and compliance with state and federal privacy laws and regulations.
  • Must demonstrate knowledge of employee benefits programs, including underwriting, contract issuance, claims handling, and cost containment.
  • Must be proficient in the use of personal computers and Microsoft Office products including Word and PowerPoint.
  • Advanced proficiency in Excel, including deep knowledge of pivot tables, macros and complex formulas strongly preferred.
  • Knowledge of additional data analytics tools such as Power BI preferred.
  • Must function independently with minimal supervision.
  • Excellent time management and record keeping required.
  • Valid Texas driver's license and good driving record required; must be able to drive.
  • Residence in Texas required.
