What You Will Do

As an ESH Technical Instructor (Learning Specialist 4), you will lead the delivery and advancement of Environment, Safety, and Health (ESH) training programs that enable safe, compliant work and workforce qualification at Los Alamos National Laboratory (LANL). This is a hands-on, instructor-intensive role requiring deep expertise in regulatory-driven safety training and a strong presence in both classroom and operational environments.
You will serve as a senior technical instructor and subject matter expert, delivering classroom and on-the-job training, evaluating trainee performance, and determining qualification. Operating at the institutional level, you will solve complex training challenges, influence training strategy, and ensure alignment with DOE, OSHA, EPA, DOT, and LANL requirements to improve safety performance, regulatory compliance, and mission readiness.
This role includes a strong emphasis on electrical safety training, including topics such as lockout/tagout (LOTO), electrical hazard recognition, energized work, arc flash and shock protection, and application of standards such as NFPA 70E, OSHA 29 CFR 1910 Subpart S, and applicable DOE requirements.
Grounded in Human and Organizational Performance (HOP) principles, you will design and deliver training that reflects real-world conditions, emphasizes learning, and strengthens the systems and behaviors that reduce risk. In support of 24/7 mission operations, this role requires flexibility to deliver training during evenings and weekends based on operational needs.
Job Duties
- Safety and security are a primary responsibility for all Laboratory employees. Integrate safety and security into every task, maintain required training, and stop work when conditions are unsafe or compromise security.
- Foster and maintain a respectful work environment where all individuals are treated with dignity and free from discrimination, harassment, or retaliation.
- Deliver regulatory-driven classroom and hands-on training, ensuring instruction reflects real-world application of requirements, hazard controls, and safe work practices across a variety of operational environments, including electrical safety topics such as LOTO, energized work controls, and arc flash/shock protection.
- Apply, interpret, and communicate regulatory and Laboratory requirements (including OSHA, DOE, EPA, DOT, and LANL standards), with demonstrated application to electrical safety standards (e.g., NFPA 70E, OSHA 1910 Subpart S), to ensure workforce understanding, compliance, and effective hazard mitigation.
- Serve as a technical subject matter expert, providing guidance to ensure training content, delivery, and practices remain technically accurate, compliant, and aligned with ESH requirements and operational risk.
- Evaluate trainee performance in classroom and practical settings to assess understanding, skill application, hazard recognition, and readiness to perform work safely and in accordance with qualification standards, including demonstration of electrical hazard controls and safe work practices.
- Partner with subject matter experts, program owners, and operations to ensure training programs reflect real work conditions, hazards, controls, and regulatory requirements, including electrical systems, maintenance, and field execution risks.
- Mentor, coach, and support other instructors and staff to strengthen technical training delivery, consistency, and the application of performance-based and human-centered learning practices.
- Support and maintain training materials, lesson plans, and records to ensure alignment with current regulatory requirements, operational practices, and ESH standards.
- Document training activities, qualification decisions, and outcomes in accordance with LANL and DOE requirements, ensuring traceability and compliance.
- Support and lead continuous improvement efforts by identifying gaps, incorporating feedback, and enhancing training effectiveness based on performance trends, operational experience, and lessons learned.
- Participate as a subject matter expert in assessments, incident investigations, critiques, and operational reviews, applying Human and Organizational Performance (HOP) principles to identify systemic contributors, error-likely situations, and opportunities to strengthen defenses.
What You Need
Minimum Job Requirements:
- Advanced experience applying and interpreting ESH regulatory requirements (DOE, OSHA, EPA, DOT, and related standards), including electrical safety standards such as NFPA 70E and OSHA 29 CFR 1910 Subpart S
- Extensive experience delivering classroom and hands-on training in high-hazard or highly regulated environments (e.g., nuclear, industrial, construction, manufacturing), including electrical safety training (e.g., LOTO, energized work, arc flash/shock protection)
- Demonstrated expertise in evaluating trainee performance, including qualification and certification readiness, with experience assessing electrical safety knowledge and field application
- Proven ability to independently develop, implement, and improve training programs aligned with regulatory and operational requirements, including electrical safety and hazard control content
- Strong ability to communicate complex technical and safety requirements across diverse audiences
- Experience applying Human and Organizational Performance (HOP) principles to training, learning from events, and continuous improvement
- Demonstrated ability to mentor instructors and influence training quality and consistency across programs
- Ability to work effectively in both classroom and operational/field environments
Training/Certifications: None required.
Education/Experience: Position requires a bachelor's degree in a related field and 10 years of related experience; or an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
- Professional certification or demonstrated experience in electrical safety (e.g., NFPA 70E Qualified Person, OSHA electrical safety, journeyman electrician, or equivalent)
- Professional safety certification (e.g., Certified Safety Professional (CSP), Associate Safety Professional (ASP), or Certified Industrial Hygienist (CIH))
- DOE or nuclear industry training and qualification credentials (e.g., DOE Instructor Qualification or facility-specific qualification programs)
- OSHA Outreach Trainer or other relevant regulatory training certifications
- Certification or formal training in instructional design or performance-based training (e.g., ATD CPTD, Systematic Approach to Training (SAT))
- Process improvement or program management certification (e.g., Lean Six Sigma Green/Black Belt or PMP)

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

No Clearance: Position does not require a security clearance. Selected candidates will be subject to drug testing and other pre-employment background checks.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
