Job description

Department Information Hybrid Workplace Arrangement: Although this position will be designated under the department's hybrid workplace program, it will still be required to report to the department office on a scheduled basis and at the discretion of the supervisor, based on business need. Description of Job The Executive Director's Office (EDO) provides oversight, leadership, guidance, and support to DORA's ten distinct divisions, housing the department's external and administrative functions -- this includes the following offices: Legislative Affairs, Communications, Human Resources, Operations, Budget, and Accounting.

The EDO also maintains oversight over the Colorado Office of Policy, Research and Regulatory Reform (COPRRR). The DORA Office of Operations manages department, building, and customer operations for the department, including but not limited to: Business Technology and Innovation, Process Improvement, Data Measurement and Reporting, EDI Program Support, DORA Welcome Center, the Citizens Advocate Office, Ethics and Compliance, Building Management Liaison, Safety and Security, Space Utilization and Renovation Projects, and ED Employee Events. This position serves as the Data and Operations Analyst Trainee in the DORA Executive Director's Office, Office of Operations.

Duties and responsibilities will be performed in a learning capacity under the training, close guidance, and supervision of the Manager of Operations and Business Innovation/designee. This position learns to apply methods and sound practices towards informing strategy and promoting sound decision making by leveraging process analysis, data, trends, and predictive analytics. Duties include but are not limited to the following: Data Analysis, Reporting, and Visualization; Data Governance, Sharing, and Inventory Coordination; Technology Project Management; Continuous Process Improvement and managing and administering various special projects with sound business practices, as assigned by the Manager of Operations and/or Chief Administrative Officer.

Data Analysis, Reporting, and Visualization - 35% Under direction of the supervisor and in a learning capacity, position is responsible for data analysis, reporting, and visualization, including supporting data-driven decision making and implementing data integrity measures. Duties include but are not limited to: Collaborate with Manager of Operations, Chief Administrative Officer, and/or other agency stakeholders to assess statistical analysis and data reporting needs, and incorporate those considerations into the design of data visualizations and reports. Determine the most appropriate strategies for and plan the design of collecting and using data, in accordance with specifications, principles, and practices of programming and system analysis.

Determine the most appropriate methods for displaying data reporting, analysis, and validation for use by various audiences, including agency staff at all levels, external stakeholders, and general public. Implement and oversee data collection, design, and analysis from data systems. Identify data integration, integrity, and validation issues and propose solutions in accordance with industry best practices.

Implement and maintain aggregate and custom reports and visualizations. Test, debug, and remove errors in data visualizations and reports to ensure accurate representation of data. Ensure the ongoing availability and correctness of operational data visualizations and reports.

Derive concrete value from large amounts of information so that users may better understand and make productive decisions about business processes, policies, and services. Data Governance, Sharing, and Inventory Coordination - 20% Under direction of the supervisor and in a learning capacity, this position works on behalf and in support of the Manager of Operations and Chief Administrative Officer to coordinate data management efforts focused on data quality, data governance, and supporting processes and documentation. Supporting and coordinating departmental data governance efforts and initiatives includes but is not limited to: Working with department and program leadership to establish and monitor success metrics for data governance; Prioritizing both current and unmet data governance needs; Identifying internal and external resources that can meet those needs; Providing indirect oversight through direction or recommendations to program staff throughout the Department in regards to their data governance efforts; Staying abreast of legislation or funding sources that can impact the development of the governance agenda.

Engaging in new and ongoing projects and initiatives focused on data management, data quality, data governance, data sharing/inventory, etc. Working across the organization, collaborating with colleagues in IT, technical, and business roles to improve data quality and complete data projects. Assisting the Manager of Operations and Chief Administrative Officer in the development of a robust data governance strategy that focuses on: Implementing data governance models that mitigate data privacy/security risks; Identifying opportunities to reduce operational costs related to maintaining data and redundancies in data maintenance can be reduced.

Establishing and monitoring data sharing practices and cross-agency analytics. Managing data inventories and analysis of utilization of data. Improving data integrity as governance processes are standardized.

Technology Project Management - 20% Under direction of the supervisor and in a learning capacity, this position works towards managing multiple concurrent projects of varying complexity to successful completion; this includes but is not limited to: Works with the Manager of Operations in the development, implementation, and/or management of technology projects and agency system initiatives. This includes but is not limited to: Develop project charters, project management plans, and project schedules, as well as facilitate the change control processes. Work with division program staff and technical teams to properly develop preliminary scope statements, testing requirements, project schedules, and planned outputs.

Ensure the proper resources are available and that a thorough process is in place for determining, documenting, and managing the requirements of the project. Monitor and control project work, and conduct project closeout activities. Provide proper governance to the project by following and applying project management methodologies and best practices (e.g

IT Project Oversight and Change Management Framework). Deliver appropriate project reporting to the Manager of Operations and Business Innovation; Chief Administrative Officer, DORA IT Director, and other stakeholders by ensuring proper documentation is provided for updates to risks, issues, change management, budget, decision logs, and progress. Conduct applicable budget tracking and risk management assessment and completing resource development and implementation Formally close projects with all stakeholders and deliver a cohesive, clear final package of all relevant project documentation.

Developing, testing, and deploying new reports in agency operational systems; completes regression testing on the system; and troubleshoots and resolves system issues. Developing and implementing system enhancements. These enhancements include revising system processes, expanding current functionality, or developing new functionality not currently available; Advanced troubleshooting and research of system issues or user process verification, quality control of system issue tracking and management, and working with other team members in responding to internal customer questions or issues.

Continuous Process Improvement - 15% Under direction of the supervisor and in a learning capacity, this position supports continuous process improvement, including the following: Conducts process analysis and mapping, to include time study analysis as required to improve efficiency as well as ensure agency teams follow/implement new legislation, as necessary. Applies principles of LEAN and Six Sigma to business process improvement Identifies and shares relevant "best practices" generated internally and externally. Works with internal stakeholders to develop meaningful metrics; advises which data points and information are necessary to track and monitor both performance and effectiveness of a given program or initiative.

Perform data gathering, root cause analysis and performance trending in order to develop appropriate process control changes. Utilizes design thinking and human centered design to delineate problems and conduct strategic planning. Analyzes information utilizing techniques and statistical methods to identify patterns, data correlation, and informational forecasting.

Uses reporting software and/or tools to create visual representations and statuses; prepares presentations, charts, tables, reports, and other documentation on processes, statistical data and analysis. Creates efficient and repeatable means to capture key data points. Conducts applied research, evaluation, and cost-benefit analysis on various programs/services to determine efficacy of programs/services.

Establishes resources related to research and methodology. Special Projects - 10% Under direction of the supervisor and in a learning capacity, this positions works towards managing and complete various special projects with sound business practices, as assigned by the Manager of Operations and/or Chief Administrative Officer. This includes: conducting extensive and specialized research and/or studies; compiling and reporting data; project management and implementation; and/or drafting and presenting recommendations to the supervisor/manager.

May contribute to special projects, support, and/ or collaborate with other Operations program areas, on an as needed basis (e.g. Compliance and Ethics; Records Administration; Safety, Security, and Continuity Coordination; Workforce Development; Digital and Operational Accessibility; Equity, Diversity, and Inclusion; Instructional and Content Design; Space Management etc.). Participate on various committees, training events, special projects, and focus groups, including activities to maintain current knowledge of developments in the relevant subject area

Represent the department on various standing or ad hoc committees. Other duties as assigned. Note: Job duty percentages are approximate and subject to change.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights MINIMUM QUALIFICATIONS (MQs): There are three ways to qualify for this position: 1) Experience, 2) Education, OR 3) A Combination of Education and Experience Option 1: Experience Four (4) years of full-time professional* work experience in data analysis, business intelligence, business analysis, or statistics, which includes at least one (1) year experience in data visualization and reporting. Option 2: Education Graduation from an accredited college or university with a bachelor's degree in business analysis, data analytics, data analysis, mathematics, data science, computer science, statistics, or a field of study related to the work assignment.

Option 3: A Combination of Education AND Experience Graduation from an accredited college or university with an associate's degree in business analysis, data analytics, data analysis, mathematics, data science, computer science, statistics, or a field of study related to the work assignment; AND Two (2) years of full-time professional* work experience in data analysis, business intelligence, business analysis, or statistics, which includes at least two (1) year experience in data visualization and reporting. SUBSTITUTIONS: A master's or doctorate degree from an accredited college or university in human resource management, industrial/organizational psychology, business administration, business management, or a field of study related to the work assignment will be substituted for the bachelor's degree requirement. Partial credit toward the degree requirement will be given for completed college/university coursework that did not result in a degree.

Preferred Qualifications/Competencies: Demonstrated experience explaining and giving guidance on complex and technical information about systems and/or databases to diverse stakeholders; Demonstrated experience in data visualization and reporting. Demonstrated intermediate or advanced experience with Excel, SQL, Tableau and/or R or Python-Statistical Programming. Project Management Professional (PMP) certification issued by PMI or comparable entity (as determined by the hiring agency).

Demonstrated experience coordinating timely completion of data project deliverables with coworkers and customers.
