Description
Location: Hawaii with travel to Guam and other locations as needed
ECC is seeking a Pre Construction Manager in the Pacific Region.
  • Manage the RFP process, prepare go no-go documents and bond decks
  • Work with the BD and Ops teams to establish the most effective and efficient methods to provide both design, construction, and procurement strategies.
  • Collaborate with DORs, engineers and ECC Design Managers to review design build plans, suggesting cost-saving, high-quality alternatives, ACMs etc.
  • Review proposed construction methods with operational staff in the development of best value proposals
  • Liaise closely with designers and Clients to maintain a positive working relationship and help drive ECC betterments
  • Create comprehensive pre-construction and construction schedules, defining critical milestones, schedule risks and ensuring the projects can be achieved in the given POP or better.
  • Lead on potential value engineering and design changes that positively impact on best value and lowest price proposals
  • Obtain, where necessary, samples and technical data to support any value engineering proposals or win strategies
  • Manage and issue requests for Information during the bid stages or pre-sol stages
  • Control all incoming drawings and specifications in respect of RFP and design information and ensure all are tracked with the estimating and ops teams
  • Work with estimating group to produce estimates and comparisons for the purpose of allowing operations and leadership to agree Go/ No-Go and on final cost proposals for agreement with the Client to meet financial close
  • Ensure the Estimating team and operational teams liaise closely in respect of supply chain interaction, estimating and procurement
  • Identify potential risks, review contract documents, and establish risk registers to mitigate issues.
  • Identify, source and bring in general and trade specialist subcontractors for detailed scope of works
  • Lead and assist in the process to prequalify subcontractors, analyze subs bids, and assist with the negotiation of pre-bid contracts.
  • Ensure that full project bid information is available for hand over to construction team prior to works commencing on site- lead the project transition process
  • Assist operations teams with project award buy out
  • Attend industry days, site walks, trainings etc
  • Liaise with Designers, Ops teams, SMEs throughout the pre-construction/Design period to ensure that as-bid expectations are adhered to.
  • Prepare reports for operational QAM meetings and reviews
  • Travel on short notice for extended periods of time to support proposal and project needs
  • Support projects as alternate PM for PTO coverage and project start ups
  • In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position

Requirements

  • Education: Bachelor's degree in Construction Management, Engineering or related field

ECC targeted salary range for US locations average is $130,000 to $150,000 annually. Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.
