ESSENTIAL DUTIES & RESPONSIBILITIES:
- Develop and implement national and provincial market access and stakeholder engagement strategies to ensure optimal policy conditions and reimbursement for current and future BioCryst products.
- Lead development and submission of HTA dossiers to bodies such asCDAandINESSS.
- Effectively navigate the pCPA environment; lead negotiations with pCPAand provinces to secure PLAs.
- Lead development of all provincial healthcare payer and private payer reimbursement files; lead negotiations of PLAs with public and private payers. Support the development and implementation of annual plans for public and private payer customers in Canada.
- Manage all public and private payer and policy related issues.
- Lead all required annual reporting, incl. PMPRB, provincial/territorial payers, private payers.
- Ensure compliance withPMPRB(Patented Medicine Prices Review Board) regulations.
- Develop and implement national and provincial market access and stakeholder engagement plans, aimed at advancing patient access and considering health policy barriers.
- Build, maintain, and strengthen senior-level relationships with public and private payers. Act as the primary liaison with provincial payers and policymakers, and private payers.
- Play an active role with trade association committees when relevant (e.g. Innovative Medicines Canada, regional biotech associations, etc).
- Influence the development of provincial legislation and policy, leveraging customized value propositions with policy makers, where appropriate.
- Monitor and assess ongoing health policy challenges and opportunities as environmental dynamics evolve, and ensure any potential impacts are communicated to the Canadian leadership team, Global Market Access and HEOR.
- Partner closely with Sales, Marketing, Medical Affairs, Patient Engagement, Finance, and regional/global teams to integrate Canadian market needs into broader commercial, patient engagement and evidence generation strategies.
- Other duties as assigned.
EXPERIENCE & QUALIFICATIONS:
- University degree in Sciences, Pharmacy or Economics; post-graduate degree required.
- Min. 10 years of experience in a similar position, with significant HTA, market access and policy expertise in the Canadian biopharmaceutical industry, including directly dealing with HTA agencies, private payers, provincial payers, and government stakeholders.
- Deep understanding of healthcare ecosystem and public and private drug reimbursement and pricing processes in Canada, including CDA, INESSS, provincial drug approval, pCPA, healthcare funding budget flows, and PMPRB regulations.
- Strong negotiation skills, with a proven record of achieving PLAs for rare disease therapies.
- Proven track record of relationship building experience with national and provincial HTA agencies, public and private payers, regional healthcare policymakers, and other relevant stakeholders and influencers. Ideally, high-level relationships with HTA agencies, public and key private payers already exist.
- Previous success influencing healthcare and payer policy is a plus.
- Strong understanding of the compliance environment in Canada.
- Knowledge of value demonstration and pharmaco-economic principles.
- Basic understanding of healthcare and payer systems in US and EU5.
- Knowledge of financial concepts including price-volume trade-offs, NPV analyses and internal financial planning processes.
- Ability to distil complex information into clear story-telling in executive-level presentations.
- Knowledge of cross function dynamics; proactive attitude applied with excellent interpersonal skills.
- Proven track record of working in a high-performing matrix organization.
- Effective presentation and written and oral communication skills with a strong ability to influence without direct authority.
- Ability to work independently in a fast-paced, team environment with multiple priorities that require strong decision-making capabilities and agility.
- Highly collaborative, strategic thinker, able to successfully develop and maintain strong working relationships cross-functionally with colleagues and with external stakeholders.
- Proficiency in English is a must; proficiency in French is highly desirable.
- Requires the ability to travel 20-30% of the work time.
