Job description

ROLE SUMMARY
The Senior Director, International Trade and Market Access Policy leads international trade and market access policy strategy for the International Division. In coordination with in-market policy and government affairs leads, defines the Division's market access and trade priorities across the company's key international markets, identifying procurement barriers, IP challenges, and other commercial or trade policy risks, and works with the company's U.S. Policy & Government Affairs (USPGR) team to advance those priorities through diplomatic engagement. Tracks trade policy developments across the Division's foreign markets and works in collaboration with local in-market policy and government affairs leads to engage foreign trade ministries, regulators, and other policymakers to shape policy environments before they harden into barriers and to coordinate the Division's response to emerging trade actions, localization pressures, and pricing or reimbursement reforms. In coordination with USPGR, assesses how US trade measures and foreign government responses interact and drives the International Division's action where the two intersect. Monitors and maintains high-level engagement with multilateral institutions (e.g., WTO, UNGA). In coordination with USPGR, represents Pfizer with relevant trade associations, business coalitions and other membership organizations to drive policies and positioning aligned with International division priorities. Produces data and evidence and collaborates with academia and think tanks to develop reports, host roundtables, and engage key opinion leaders in support of International Division priorities.
ROLE RESPONSIBILITIES
  • Define and prioritize the International Division's market access and trade agenda across the company's key international markets.
  • Identify and triage procurement barriers, IP challenges, and other commercial or trade policy risks surfaced by in-market policy and government affairs leads.
  • Track trade policy developments across the Division's foreign markets, anticipating regulatory, legislative, and procurement shifts that affect Pfizer's position.
  • Work in collaboration with local in-market policy and government affairs leads to engage foreign trade ministries, regulators, and other policymakers, shaping policy environments and coordinating the Division's response to emerging trade actions, localization pressures, and pricing or reimbursement reforms.
  • Work with the company's USPGR team to advance International Division priorities through coordinated diplomatic engagement.
  • In coordination with USPGR, represent Pfizer with relevant trade associations, business coalitions and other membership organizations to drive policies and positioning aligned with International division priorities. Where applicable, support USPGR-led trade and coalition group engagements.
  • In coordination with USPGR, assess how US trade measures and foreign government responses interact and drive the International Division's action where the two intersect.
  • Monitor and maintain high-level engagement with multilateral institutions (e.g., WTO, UNGA). Coordinate with USPGR on USG engagement with these groups.
  • Commission data, evidence, and third-party engagement (academia, think tanks) to support International advocacy.

BASIC QUALIFICATIONS
Candidate demonstrates a breadth of diverse capabilities including: the ability to influence and collaborate with peers, develop and coach others, oversee and guide the work of external stakeholders to achieve meaningful outcomes and create business impact.
  • Bachelor's degree minimum required; Advanced degree and multilingual preferred
  • Minimum 12 years+ international trade policy experience and proven track record of success in government relations, and international biopharmaceutical industries
  • Expertise and demonstrated success in negotiation of trade agreements, trade regulation/legislation as well as policy expertise with imports, exports, tariffs, country/ministerial-level negotiation/engagement and an expert in the economic impact of trade agreements on the bio-pharmaceutical industry.
  • Proven success working collaboratively with industry colleagues, including coalition-building, to successfully mobilize stakeholders and shape strategies with external business groups;
  • Strong strategic and creative thinker, able to tackle complex issues both strategically and tactically, and develop innovative, results-driven solutions;
  • High emotional intelligence and an ability to work under pressure and partner effectively with internal stakeholders including experts across the company;
  • Demonstrated success in development/execution of targeted briefings for executive leadership, senior management and business leaders;
  • Well organized, highly motivated, innovative, process driven, results oriented; and
  • Outstanding oral and written communications skills.

The annual base salary for this position ranges from $214,900.00 to $358,100.00. In addition, this position is eligible for participation in Pfizer's Global Performance Plan with a bonus target of 22.5% of the base salary and eligibility to participate in our share based long term incentive program.
