Primary Duties & Responsibilities Under direction from the Town Council, the Town Manager serves as the administrative head of the Town having responsibility for the proper administration of all affairs of the town government. Working directly with the Department Heads, the Town Manager is responsible for ensuring accountability throughout the organization, the achievement of tangible results, and the implementation of policies of the Town Council in an effective manner; work involves planning, budget and financial management, problem solving and organizing with the authority to make decisions as well as delegate to others; the work environment is relatively unpredictable and requires the ability to manage many projects at once and exhibit flexibility in the face of change; although governed by policies, the Manager must frequently act without precedent.
CHARACTERISTICS: This executive classification oversees, directs, and participates in assigned programs and projects including Town-wide organizational activities and operations, organizational strategies and formulation and attainment of Town goals and objectives. The Town Manager provides guidance and direction with visionary and innovative leadership, supervision and management of employees. The classification regularly interacts with the Town Council, and departmental representatives in obtaining and coordinating projects and information.
Successful performance of the work requires knowledge of public policy, municipal functions, and activities, including the role of an elected Town Council, and the ability to develop, oversee, and implement projects and programs in a variety of areas. Effectively administer special projects with contractual agreements and ensuring compliance with stipulations; effectively administer a variety of Town programs and administrative activities. Conduct effective negotiations and represent the Town in meetings with governmental agencies, contractors, vendors, and various businesses, professional, regulatory, and legislative organizations. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
Use English effectively to communicate in person, over the telephone, and in writing. Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines in politically sensitive situations. Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
Make accurate arithmetic, financial, and statistical computations. Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. Education & Experience A bachelor's degree in public administration, business administration, finance, human resources, or a closely related field, along with at least five years of progressively responsible local government experience, is required.
An equivalent combination of education and experience demonstrating similar levels of responsibility and complexity may also be considered. Preferred qualifications include a master's degree in public administration, business administration, or a related discipline; at least ten years of local government experience, including service as a municipal manager or assistant manager; and the ICMA-CM designation. In accordance with Town Code, the selected candidate must establish residency within Camp Verde town limits in the first 180 days of appointment.
