REVIEW THE ADDITIONAL INFORMATION BELOW FOR FURTHER DETAILSQualifications:
Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume.
This position has career progression. If selected at a lower grade level you may be promoted without further competition to the full working level as your career progresses.
You must meet the following requirements by the closing date of this announcement.
QUALIFICATION REQUIRMENTS: To qualify for this position, you must meet the qualification requirements outlined below:
SPECIALIZED EXPERIENCE/EDUCATION GS-11: To be eligible for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service.Specialized experience includes:
- Experience evaluating a segment or phase of a project or study by gathering, assembling, and analyzing operational information; drawing conclusions; and developing alternatives.
- Experience preparing draft reports, guidelines, and supporting materials that document findings and recommendations.
- Experience reviewing program operations and administrative procedures to identify process issues and recommend changes to methods, processes, or procedures.
- Experience conducting operational reviews, program evaluations, or organizational studies to assess efficiency, productivity, and program results.
EDUCATION: You may substitute education for specialized experience as follows:A Ph.D. or equivalent doctoral degree.
OR
Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.
OR
An LL.M., if related.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of qualifying graduate education and experience equivalent to that described above.
SPECIALIZED EXPERIENCE GS-12: To be eligible for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.Specialized experience includes:
- Experience applying evaluative and analytical methods to measure program or project accomplishments, assess progress against established goals, and revise methods or develop information-gathering approaches.
- Experience applying project management techniques to plan, schedule, conduct, and monitor projects involving organizational missions, work processes, and administrative operations.
- Experience analyzing operational information to identify problem areas, trends, deficiencies, and other factors affecting program or project results.
- Experience applying budgeting methods and techniques to prepare resource analyses and cost estimates related to project or program requirements.
- Experience presenting analytical findings and recommendations and negotiating solutions to identified operational or project issues.
SPECIALIZED EXPERIENCE GS-13: To be eligible for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.Specialized experience includes:
- Experience applying management and organizational principles to evaluate programs, projects, and studies; assessing the efficiency and effectiveness of operations; and develop recommendations for operational improvement.
- Experience leading the planning, scheduling, coordination, monitoring, and evaluation of projects or studies involving multiple organizational functions, work processes, or affected parties.
- Experience analyzing project and operational data to identify problem areas, trends, deficiencies, resource requirements, and factors affecting the accomplishment of program or project objectives.
- Experience applying budgeting methods and techniques to prepare resource analyses and estimates, evaluating resource requirements, and recommend adjustments supporting project or program objectives.
- Experience presenting findings and recommendations through reports and briefings and negotiating resolutions to disputed recommendations, resource issues, or project-related conflicts.
AND
You must also meet the following requirement(s):
- TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens"
- TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions.
