Teya Support Services, LLC is seeking a Quality Control Manager in Lakehurst, NJ, The Quality Control Manager (CQC Manager) is responsible for developing, implementing, and managing the Contractor Quality Control (CQC) system for this federal construction project. This role ensures all work complies with the contract plans, specifications, and applicable codes. Per contract requirements, the QC Manager may also serve as the Site Safety and Health Officer (SSHO).

Duties and Responsibilities:
Perform quality control management on multiple federal DB and DBB construction projects. The QCM will review, process, and track submittals. The QCM will utilize the USACE-established three phases of control for all definable features of work and will be responsible for generating the CQC plan.
• Develop, submit, and maintain the Contractor Quality Control (CQC) Plan for Government acceptance.
• Perform and document all required quality control inspections, testing, and three-phase control (Preparatory, Initial, Follow-up)Facilitates communication among government, Teya departments/management, and staff
• Prepare and submit daily CQC reports, deficiency tracking logs, and material certifications
• Coordinate with the Site Superintendent, subcontractors, and testing agencies to ensure work meets contract requirements before covering or proceeding
• Manage the submittal process and ensure timely review/approval of materials, equipment, and shop drawings
• Conduct or oversee preparatory, initial, and follow-up meetings and inspections
• If dual-hatted as SSHO: develop and implement the Accident Prevention Plan (APP), Activity Hazard Analyses (AHAs), and ensure compliance with EM 385-1-1
• Interface with the Contracting Officer's Representative (COR) and Government quality assurance personnel.
• Maintain accurate records and support final inspections and closeout documentation
• Analyzes quality control test results and offers feedback and interpretations of those results to production management or staff.
• Maintains knowledge of trends, developments, and technological advances in the applicable industry and in the field.
• Drafts and maintains standard operating procedures, manuals, and documentation for the cleanup/maintenance and QA processes.
• Performs other related duties as assigned.
Required Qualifications and Experience:
To perform hands-on leadership, technical quality expertise, and cross-functional coordination in a Department of defense environment. QC Manager works closely with the Site Superintendent, Project Manager, subcontractors, testing labs, COR, and Government QA personnel. High attention to detail, documentation discipline, and professional conduct in a military installation environment are essential.
• Bachelor's Degree in Engineering or Construction Management; OR 20 years in related work.
• Minimum of 5 or more years of full time experience as QCM.
• Construction Quality Management For Contractors certification.
• USACE CQM certification required w/experience on DoD/NAVFAC/USACE projects
• OSHA 30 preferred, but not mandatory.
• Comprehensive knowledge of general construction practices, including renovations, new construction, site development, and excavation.
• Proficiency in project management software (RMS, eCMS, Procore, P6, MS Project, etc.).
• Ability to obtain and maintain DISCO Secret Clearance or higher levels, if required, and be able to obtain access to military installations.
• Strong relationship building skills with clients, employees, managers, and project partners.
• Familiarity with Microsoft Suite of products.
• Valid Driver's License.
• Experience with inspections, documentation and reporting.

• Must be comfortable with independent decision-making on quality issues and direct interface with Government representatives.
• Ability to understand and read plans, specifications and contract documents
• Thorough understanding of quality control standards and methodology
• Ability to multi-task and excellent organizational skills
• Excellent diplomatic and communication skills and ability to interact with all levels of management and employees in English, both written and spoken
• Able to resolve conflicts effectively and fairly and maintain required documentation
