Summary Description:
  • Reporting to the Director of Engineering, the Senior Project Engineering Manager is responsible to ensure the successful delivery of high-quality products or services. Responsibilities include managing projects over $10M from planning and design to implementation and handover, ensuring completion on time and within budget. The position also requires providing technical leadership, promoting best practices, and staying current with industry trends to maximize business value.
Essential Job Functions:
  • Directly responsible for managing multiple Operations projects to improve operational cost, quality, and service levels.
  • Manage and oversee all phases of a project, including initiation and scope definition, planning and design, execution, and project closure.
  • Lead preparation, decision making, planning and execution of projects.
  • Partner with Technical Leads (Manufacturing. Maintenance, Quality, IT, or Engineering) and ensures the availability of these resources to complete all phases of the project.
  • Support plant preparation for the project execution. Ensure plant understand project goals and metrics and are held accountable for meeting expectations.
  • Track progress against milestones, budgetary guidelines, or other performance indicators. Using Microsoft Project and other scheduling tools.
  • Assist with the selection, negotiation, and managing of all activities regarding external consultants or vendors.
  • Participate in or facilitate the different testing, implementation and start up phases.
  • Ensure project documentation is complete and filed in the SharePoint per documented standards.
  • Help strengthen the position of Program Management and Project Engineer by leading the development, implementation, and training of best practices within Refresco NA.
  • Lead root cause failure analysis (RCFA) on major downtime events and recurring issues to implement permanent, system-level corrective actions across sites, on projects they are executing.
  • Ensure new equipment and capital projects are delivered with a focus on long-term reliability, maintainability, and operational stability—not just initial output performance
  • Ensure safe, timely execution of all tasks.
  • Initiate appropriation requests, purchase orders, and contracts as required.
  • Identify opportunities to improve machine safety, plant performance, product quality and employee welfare, provides leadership in developing and implementing practical solutions, and participates in long-range capital planning.
  • Enforce the compliance to all Refresco specifications and expectations supporting Clean Design and food processing requirements.
  • Share best practices across facilities in the network.
  • Observe and test the operation of machinery or equipment to diagnose malfunctions, using modern testing instruments and equipment.
Required Skills:
  • Good communication skills, both verbal and written, to effectively communicate with multiple levels of organization personnel, contractors, and finance.
  • Able to work independently and prioritize among multiple simultaneous assignments with initiative.
  • Demonstrate strong communication and business acumen skills while ensuring effective communication and collaboration on project expectations and goals with key stakeholders, including Operations, Supply Chain, plant personnel, and external partners through the entirety of assigned projects.
  • Use expertise in manufacturing, warehousing, plant maintenance, engineering, and program management to provide leadership and problem solving throughout the project lifecycle.
  • Able to provide timely updates to Refresco NA Operations Leadership on project progress and propose immediate actions when deviations to scope, time, or budget are identified.
  • Ensure that all designs and activities are in compliance with all applicable codes, regulations and standards; OSHA, NEC, State/local, and other safety guidelines and maintains company drawings and technical records.
  • Able to execute large scale projects, managing budget, schedule, and cost as defined in the approved capital project document and initiates appropriation requests, purchase orders, and contracts as required.
  • Take point for all capex submittals providing a standard format and consistent methodology for development.
  • Able to utilize root-cause analysis skills to investigate breakdown and line stoppages while collaborating with other departments.

Education and Experience:
  • Engineering Degree plus five years of project and / or Plant Engineering management experience required. Experience in a fast-paced manufacturing environment required.
  • Three years of experience in Food Processing, including Thermal Processes and/or sanitation
  • PMP certification preferred.
  • Knowledge of facility equipment, construction, automated equipment, water processing, waste management equipment, and maintenance techniques.
  • Knowledge and understanding of multiple trades to detect issues/opportunities regarding progress to schedule, workload and manpower, materials, etc.
  • Knowledge and experience of Automation and Controls systems preferred.
  • Working knowledge of MS Project, AutoCAD, Excel, and other standard programs and systems for updating, modifying, and reporting project progress.
Working Conditions:
  • Visual/Sensory – This position requires attention to detail, requiring attention with one or two senses at a time.
  • Work environment – Work and environment fasted paced, requiring ability to remain focused under pressure.
  • Mental Stress – There is pronounced pressure from deadlines, project management, accuracy or similar demands.
  • Travel Requirements:
  • The Senior Project Engineering Manager is a multi-Large Scale Project role within the Refresco Engineering team. Travel will be variable based on project timing and workload. A minimum of 25% travel should be expected.
