Position Overview

D&C Construction Co is hiring a Construction Superintendent to lead field operations on public works projects under Massachusetts General Laws Chapter 149. The work is centered around wastewater and sewer treatment plants, pumping stations, and related facilities. The work also includes supporting civil construction such as site work within active facilities, yard piping, and underground utility work including water and sewer repairs and extensions.

This role is responsible for daily field leadership. The Superintendent plans and directs the work, coordinates crews and subcontractors, maintains safety and quality, and keeps production aligned with the schedule. Many projects involve rehabilitation, phased construction, and maintaining active systems during construction. The right candidate is organized, proactive, and steady under pressure, especially during shutdown windows and bypass operations.

The Project Manager also supports the public agency requirements that come with this work, including coordination with municipal owners and agencies such as the Massachusetts Department of Transportation and the Division of Capital Asset Management and Maintenance. The role includes supporting documentation and compliance needs that often accompany public work.

Project Profile

· Typical project size ranges from $2 million to $9 million.

· Most projects are public works under Massachusetts Chapter 149.

· Common project types include wastewater and sewer treatment plants, pumping stations, PFAS and chemical treatment work, and rehabilitation and phased projects.

· Work regularly includes both facility work and civil and utility scopes such as yard piping, water and sewer repairs, extensions, and site restoration.

Key Responsibilities:

· Lead daily field operations from mobilization through punch list and closeout.

· Build and maintain a workable plan for sequencing, phasing, and daily production.

· Coordinate D&C crews and subcontractors.

· Coordinate civil and utility work with facility and process work so the site stays safe and productive.

· Maintain safety on site and enforce safe work practices and documentation.

· Maintain quality control. This includes layout checks, inspections, testing coordination, and punch list control.

· Coordinate with owners, engineers, inspectors, and stakeholders in a professional and consistent way.

· Manage site logistics. This includes access, staging, traffic control, deliveries, housekeeping, and protection of existing systems.

· Support schedule management through look ahead planning and weekly coordination meetings.

· Support cost control by tracking labor hours, equipment use, and production rates.

· Support change management by identifying scope changes early and assisting the project manager with field quantities, photo documentation, and time and material backup.

· Support temporary systems when required, including bypass pumping and maintaining continuous operations during tie ins.

· Maintain accurate daily reports and field documentation.

Key relationships this role must manage:

• Municipal owners and public agencies.
• Engineers and resident project representatives.
• Subcontractors and suppliers.
• Internal field leadership and superintendents.
• Utility companies and third-party stakeholders when needed.

Qualifications:

Required

· 5 or more years of Superintendent experience in heavy civil, utility, or wastewater related construction.

· Proven ability to manage multiple crews and subcontractors at the same time.

· Ability to work safely and lead others with a safety first mindset.

· Ability to read plans and specifications and translate them into daily field work.

· Strong planning skills with a consistent look ahead process.

· Strong communication skills with field teams and project stakeholders.

· Valid driver’s license.

Preferred

· Experience working in active wastewater facilities, pump stations, and process environments.

· Experience with phased construction and maintaining continuous operations.

· Experience with underground utilities including water and sewer repairs and extensions.

· Familiarity with public works documentation requirements under Chapter 149.
