This is a direct-hire leadership position, offering long-term stability and the opportunity to shape quality systems within a mission? critical environment supporting government and commercial contracts. Position Overview The Quality Assurance Manager is responsible for developing, implementing, and maintaining the organization's Quality Management System (QMS) to ensure compliance with NAVSEA, federal, state, and local regulations. This role serves as the primary liaison with government oversight agencies and provides leadership to QA and safety personnel. The ideal candidate brings strong shipyard experience, deep knowledge of QA systems, and the ability to lead teams in a highly regulated environment. Key Responsibilities Quality Management System (QMS) Leadership * Develop, implement, and maintain the company's Quality Management System (QMS). * Ensure compliance with NAVSEA, DCMA, and customer-specific QA requirements. * Interpret contracts, technical documentation, and drawings to develop inspection plans. Inspection & Compliance Oversight * Oversee all inspection activities, including: * In-process inspections * Final inspections * Objective Quality Evidence (OQE) generation * Government hold points * Maintain strict adherence to NAVSEA Standard Items and contract specifications. * Ensure readiness for government QA audits and inspections. Audits, Reporting & Corrective Actions * Conduct internal audits and surveillance to verify compliance. * Develop and maintain QA documentation, including: * Test & Inspection Reports * Non?Conformance Reports (NCRs) * Corrective Action Reports (CARs) * QA logs and surveillance records * Lead root cause analysis and implement corrective and preventive actions. Leadership & Team Management * Lead, manage, and mentor QA and safety personnel. * Hold team members accountable for performance, compliance, and documentation standards. * Promote a culture of quality, safety, and accountability. Cross?Functional Coordination * Coordinate QA efforts with Production, Safety, and Contracts teams. * Serve as the primary liaison with: * NAVSEA * DCMA * Government QA representatives * Support company leadership in quality planning and strategic initiatives. Safety & Compliance Integration * Oversee environmental, health, and safety compliance in alignment with NAVSEA and NAVFAC requirements. * Ensure integration of QA and safety processes across all operations. Qualifications & Experience Required * Proven experience as a Quality Assurance Manager in shipyard, marine, or industrial environments. * Strong working knowledge of: * NAVSEA Standard Items * Government QA requirements * Ship repair and maintenance processes * Experience managing QA programs for government or defense contracts. * Proficiency in Microsoft Office (Excel, Access preferred). * Strong leadership, communication, and organizational skills. * Ability to handle confidential information with professionalism. * Valid driver's license. * Ability to obtain access to secured government facilities (DBIDS or equivalent). Preferred * Experience working with NAVSEA, DCMA, or similar oversight agencies. * Background in ship repair or defense industrial base environments. * Experience managing both QA and safety programs. Work Environment * Office and shipyard environments supporting marine and industrial operations. * Exposure to active production areas, inspections, and government audits. * Requires use of PPE and adherence to safety protocols when in operational areas.
