Job Title: AI/Machine Learning Labor Workforce Planning/HR Specialist


Job Description:

We are seeking a highly skilled AI/Machine Learning Labor Workforce Planning Specialist to join our team. This role will focus on aligning workforce planning and capacity modeling with future organizational needs in the field of artificial intelligence and machine learning. The ideal candidate will have a strong background in AI and data science, along with experience in developing job descriptions and career pathways.


Key Responsibilities:

- Conduct workforce planning and capacity modeling for AI/ML roles to align with future organizational needs.

- Design standardized job families and role levels specifically for AI and data science positions.

- Define core and technical competencies for each AI-related job classification.

- Develop comprehensive job descriptions and career pathways that promote internal growth and development.

- Benchmark comparable roles across public sector healthcare and government/tech sectors to inform compensation and titling strategies.

- Develop and deliver recommendations for a sustainable talent architecture that aligns with the NYC H+H strategy.

- Recommend a scalable framework for talent management in AI and data science.

- Collaborate with technical leadership, including the Senior Director of AI & Engineering, to ensure alignment with organizational goals.


Skills and Qualifications:

- Strong understanding of artificial intelligence and machine learning concepts.

- Experience in workforce planning and capacity modeling.

- Proven ability to design job families and role levels in technical fields.

- Excellent analytical and benchmarking skills.

- Strong communication and collaboration skills.

- Ability to develop clear and concise job descriptions and career pathways.

- Familiarity with public sector healthcare and government/tech sector roles is a plus.

- Experience working with technical leadership and cross-functional teams.

Requirements:

? Demonstrated expertise in workforce planning, job architecture, and competency framework design, preferably within large, matrixed, public sector organizations.

? Strong working knowledge of AI/ML roles, skills, and team structures, with the ability to translate technical functions into HR-friendly frameworks.

? Proven experience conducting compensation benchmarking.

? Exceptional ability to synthesize stakeholder input, industry research, and organizational context into clear, scalable deliverables (e.g., job families, career ladders, competency models).

? Strong project management skills with a track record of executing complex projects on aggressive timelines.

? Familiarity with public sector constraints and civil service considerations 

Excellent verbal and written communication skills, including experience presenting frameworks and recommendations. 

QUALIFICATIONS   FOR THE JOB

EDUCATIONAL LEVEL: Master’s degree preferred in HR, Organizational Development, Data Science, or related field.

KNOWLEDGEABLE IN:
