Job description

General Statement of Job Under limited supervision, leads and directs the work activities of assigned crews and or crew members as required to complete work assignments. Serves as a Supervisor over one or more crews to ensure that acceptable practices and standards are met in the repair, maintenance, and operation of the streets, stormwater system and swing bridge. Trains new bridge operators.

Operates sweeper truck, Vac truck, heavy construction equipment and other assets ensuring that the maintenance of this equipment or assets is performed properly. Directs the Mosquito Control program, ensuring adherence to all standard operating procedures and compliance with state and federal regulations Minimum Training and Experience Education: High school diploma or GED Experience: Six (6) years of progressively responsible street repair and maintenance experience, including at least one year of experience at the supervisory level Certifications: Valid commercial driver's license SC Pesticide license Preferred: SCDOT Asphalt or Concrete certification, IMSA Temporary Traffic Control certification IMSA Level I Signs & Markings certification IMSA Level I Traffic Signals Note: The City retains the right to determine equivalencies. Any certifications not possessed at hire, must be obtained before the employee is removed from probation in order to continue employment with the City.

Physical Requirements Must be physically able to operate a mosquito sprayer, street sweeper, drawbridge, dump truck, vactor truck, tractor, track hoe, dresser-loader, backhoe, grader, surveying equipment, and numerous small tools. Must be able to exert up to fifty pounds of force occasionally, and/or up to twenty-five pounds of force frequently, and/or a up to ten pounds of force constantly to lift, carry, push, pull or otherwise move objects. Must be able to lift and/or carry weights of ten to one hundred pounds.

Other Information ESSENTIAL JOB FUNCTIONS Identifies and interviews full and part time staff candidates and recommends potential hires. Schedules crew to ensure adequate, efficient staffing to carry out routine and non-routine maintenance activities. Assists Superintendent in personnel management activities including but not limited to scheduling, time verification (payroll), discipline, and performance evaluation of subordinate staff.

Performs leadership duties including training, instructing, assigning and reviewing work, planning projects, and maintaining standards. Coordinates activities required to maintain properties and amenities to City standards. Recommends transfers/promotions of subordinate crew members.

Plans, organizes and directly supervises crewmembers ensuring compliance with established policies and procedures and with concern for safety, quality, and efficiency. Supervises and plans the construction, repair and maintenance of City streets and drainage systems, Mosquito Control Program, street sweeping, and swing bridge operation and maintenance. Coordinates departmental work activities with the Streets and Drainage Superintendent and Operations Manager Monitor's work in progress and assists the Crew Leader(s) with any problems.

Provides training to new employees, and updates existing employees on proper work and safety procedures. Compiles information for monthly reports. Receives, reviews and/or prepares various records and reports such as complaint forms, vehicle reports, asphalt invoices, material invoices, construction drawings, city maps, weekly reports, monthly reports, annual reports, equipment logs, purchase requisitions, etc.

Operates various equipment and machinery as required in the maintenance and repair of streets, grounds, and related structures; operates equipment such as backhoes, loaders, grader, tractor, dump truck, asphalt packer, vactor truck, street sweeper, drawbridge, etc. On call, available 24 hours on a rotating basis with the other Supervisors ADDITIONAL JOB FUNCTIONS Assists Superintendent in the review of complaints from citizens, and takes action to resolve. Collects work orders from City Hall when needed.

Assists in preparing the annual department budget and monitors budget to ensure compliance. Performs other related duties as required. All employees of the municipality shall learn the emergency operations procedures for their respective department and position and execute these duties fully during times of emergency.

This may or may not include assignment to the Emergency Operations Center (EOC).
