Job description

Overview
Tecolote Research, Inc. is seeking a highly experienced Cost Estimating Analyst to support high-level cost analysis and decision-making activities for NASA and Aerospace programs. This role requires 12-20 years of applicable experience, including 7-10 years specifically within government or aerospace industry environments. The ideal candidate brings expert knowledge in cost estimating and parametric modeling and has experience leading and mentoring analytical teams.
Responsibilities
  • Assume full responsibility for advising on and performing professional and technical work in cost estimating, cost analysis, budgeting, scheduling, performance measurement, and cost research.
  • Lead the development and application of advanced cost estimation methodologies, including parametric and statistical modeling, learning curve analysis, and risk-adjusted forecasting.
  • Provide expert-level cost estimates for major programs, including assessments of the impacts of design, schedule, and scope changes.
  • Lead and mentor junior and mid-level analysts; may oversee project teams or support management functions.
  • Review and refine complex cost models and tools, ensuring technical accuracy and alignment with customer expectations.
  • Provide authoritative recommendations and briefings to program management, customers, and senior stakeholders.
  • Participate in and lead cost model development, integration, testing, and validation.
  • Prepare and present findings using detailed reports, visualizations, and formal briefings.

Skills Required
  • Master's degree (MS/MA) in Engineering, Business, Mathematics, Economics, Operations Research, or a related field.
  • 12-20 years of applicable experience, including 7-10 years of experience in the Government or Aerospace industry.
  • Deep expertise in cost estimating principles, techniques, and applications, especially parametric analysis.
  • Strong proficiency in cost modeling tools (e.g., ACEIT, SEER, PRICE TruePlanning, PCEC, NICM, or similar).
  • Proficient in Microsoft Office Suite, especially Excel, Word, and PowerPoint.
  • Excellent communication, leadership, and analytical skills.
  • Experience providing supervision or team leadership in an analytical or technical setting.
  • Ability to obtain a security clearance.
  • U.S. citizenship is required.

Desired Qualifications:
  • Prior support of NASA, DoD, or other major government acquisition programs.
  • Familiarity with developing and interpreting Work Breakdown Structures (WBS) and cost estimating relationships (CERs).
  • Experience presenting to executive-level customers and stakeholders.
  • Knowledge of quantitative risk assessment and cost research methodologies.

Education
Bachelor's degree required, preferably in math, engineering, or the sciences.
