Description of Job
The Work Unit:
The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of healthcare facilities and services in Colorado, including hospitals, clinics, ambulatory surgical facilities, renal dialysis centers, emergency medical services providers, designated and non-designated trauma centers, long term care facilities and many other specific types of healthcare services. The division licenses, certifies and surveys healthcare facilities and services; provides patient safety and healthcare quality programs; recognizes emergency medical service (EMS) education programs; certifies EMS providers, licenses air and ground ambulance services operating within the state, and designates hospital trauma centers as well.
What You Will Do:
This temporary position supports the division's initiatives to modernize HFEMSD's health facilities data and software systems. The Temporary Business Analyst will facilitate comprehensive requirements discovery via product backlog refinement, user story conversations, and key stakeholder interviews. This temporary role actively participates as a cross functional team member, supporting the Product Owner and proactively assists with impediment removal. The Business Analyst supports and executes functional User Acceptance Testing (UAT) directly through application UIs to validate design fidelity and underlying business logic.
Key Responsibilities:
  • Deconstruct complex business logic into granular, actionable user stories and rigorous acceptance criteria following INVEST principles.
  • Apply User Centered Design (UCD) techniques such as user journey mapping, persona-based workflows, process mapping, and wireframing/prototyping to ensure that the system design addresses user pain points and accessibility standards.
  • Supports functional UAT through application UIs to validate design fidelity and underlying business logic.
  • Perform deep-dive business analysis on complex system integrations related to accounting, payment processing, regulation management/enforcement, security, and legacy environments.
  • Document detailed source-to-target data mapping logic and validate data transformation rules to support data migration strategies.
  • Ensure absolute data accuracy, traceability, and strict adherence to audit findings by meticulously documenting requirements and test evidence.
  • Draft comprehensive user story test plans based on established acceptance criteria.
  • Track system defects and regression issues across integrated third-party tools (such as document management, compliance management, and external government systems), coordinating rapid resolutions with technical teams.
  • Support system rollouts by training end-users and developing clear instructional materials, training guides, and job aides.

NOTE: An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.
Experience Only:
Seven (7) years of professional relevant experience in areas such as Agile/Scrum techniques (i.e. Backlog refinement, creating/maintaining detailed User Stories), User Acceptance Testing (UAT), or other closely related experience.
OR
Education and Experience:
A combination of related education and/or relevant experience as Agile/Scrum techniques (i.e. Backlog refinement, creating/maintaining detailed User Stories), User Acceptance Testing (UAT), or other closely related experience, equal to seven (7) years.

PREFERRED QUALIFICATIONS:
In addition to the minimum requirements, the successful candidate in this position may have the following highly desirable experience and competencies:
  • 10+ years of professional experience demonstrating experience with Agile/Scrum requirement techniques (Backlog Refinement, Creating/maintaining detailed User Stories).
  • Proven experience in drafting detailed acceptance criteria and executing UI-based functional testing/UAT.
  • Familiarity with Scrum lifecycle management tools (e.g., Jira, Azure DevOps, etc.) and collaboration platforms (e.g., Lucid, Miro, Figma for prototyping, etc.).
  • Highly proficient with MS Office applications (Word, Excel, Power Point, etc.) and/or equivalents (i.e. Google Workspace apps, etc.).
  • Experience with quickly comprehending and communicating highly complex business domains (i.e. government, regulatory, financial, health, etc.).
  • Flexibility and positive attitude to shift to the most important priority to work on at the moment, being willing to shift priorities quickly.
  • Excellent written and verbal communication skills
  • Proven experience in documenting complex business, reporting/analytics, and data logic that is easy to understand for the chosen audience.
  • Experience working with older technologies and legacy systems that are not well documented.
  • Knowledge of the various techniques for user story splitting.
  • Knowledge of the various techniques for representing story tests and acceptance criteria.
  • Proven experience and knowledge of techniques in data mapping, data migration verification, and documenting complex business and data logic.
  • Practical experience applying User-Centered Design (UCD) methodologies in an IT context.
  • Experience working with Salesforce based systems in any capacity.
  • Experience at home or at work with AI Chatbot based tools such as Gemini, ChatGPT, etc.
  • Prior experience with the state of Colorado.
