Core Responsibilities:
* Technical & Strategic Leadership: Drive the engineering function across the entire project lifecycle. Establish company-wide engineering benchmarks, quality control frameworks, and standardized procedures to guarantee uniform operational excellence.
* Constructability & Field Support: Direct the evaluation of construction means and methods, oversee temporary works engineering, and provide definitive interpretations of complex designs. Review and authorize crucial technical reports, calculations, and work plans.
* Value Engineering & Innovation: Spearhead initiatives that optimize project schedules, reduce costs, and elevate quality through creative design optimization and modern construction methodologies.
* Preconstruction & Bidding Integration: Partner closely with Estimating and Operations to craft competitive, practical bids. Analyze project phasing, structural sequencing, material quantities, and alternative technical concepts to mitigate risk and capture advantages.
* Resource & Portfolio Management: Assess engineering resource allocation across multiple active projects, optimizing team assignments to align with fluctuating business priorities and project deadlines.
* Stakeholder & Design Coordination: Act as the primary technical liaison between project owners, engineering consultants, subcontractors, and field teams to efficiently resolve RFIs, submittals, and complex design discrepancies.
* Safety-First Engineering: Embed rigorous safety practices directly into the engineering planning phase, prioritizing hazard mitigation through thorough temporary works reviews and robust risk planning.
* Commercial & Risk Advisory: Support risk mitigation, change-order documentation, and claims resolution by maintaining airtight technical records and defending engineering decisions.
Required Qualifications & Expertise:
* Education: Bachelor’s degree in Civil Engineering, Structural Engineering, or a closely related discipline from an accredited program. A Master’s degree is highly valued.
* Experience: A minimum of 20 years of progressive, upwardly mobile engineering experience within heavy civil, transportation, or large-scale public infrastructure construction.
* Licensure: Active Professional Engineer (PE) registration in both New York and New Jersey is strictly required.
* Tenure: A proven track record of career stability and long-term commitment with past employers.
* Project Delivery: Demonstrated success leading technical teams and supporting multi-million-dollar complex infrastructure projects. Experience with Alternative Project Delivery methods (Design-Build, CM/GC, Progressive Design-Build) is highly preferred.
Technical Proficiency:
* Deep understanding of civil construction sequencing, field execution, and public agency/municipal standard specifications.
* Hands-on familiarity with temporary works, structural support systems, utility relocation, traffic staging, and geotechnical challenges.
* Exposure to modern digital delivery tools, building information modeling (BIM), and model-based design coordination.
Communication & Soft Skills: Elite verbal and written communication skills. You must possess the professional gravitas to collaborate effectively with executive leadership, public agency clients, design partners, and field superintendents alike.
