Job description

Position Description Summary:       

The Program Manager serves as the primary representative responsible for overall management, staffing, performance, quality control, and contract execution of administrative support services provided to Senior Guidance Counselors (SGCs) at 41 Military Entrance Processing Stations (MEPS) nationwide. The Program Manager provides strategic oversight to ensure contractor personnel meet all performance standards, training requirements, security requirements, and reporting obligations established by the U.S. Army Recruiting Command (USAREC).

The Program Manager serves as the principal point of contact between the Contractor and the Government Contracting Officer (KO) and Contracting Officer Representative (COR), ensuring uninterrupted support to the Army recruiting mission.

Responsibilities:        

•         Direct overall execution of the USARD Administrative Support contract.

•         Ensure all contract requirements are performed in accordance with the Performance Work Statement (PWS).

•         Maintain compliance with all federal, Army, and USAREC regulations and policies.

•         Serve as the primary liaison with the Contracting Officer and COR.

•         Attend post-award conferences, performance reviews, and program meetings.

•         Oversee staffing and performance of personnel supporting 41 MEPS locations nationwide.

•         Ensure adequate workforce coverage and continuity of operations.

•         Coordinate hiring, onboarding, training, and employee replacement actions.

•         Ensure vacancies are reported and filled within required timelines.

•         Maintain employee accountability and emergency notification procedures.

•         Develop, implement, and maintain the contract Quality Control (QC) Program.

•         Monitor contractor performance against established Performance Requirements Summary (PRS) metrics.

•         Identify performance deficiencies and implement corrective actions.

•         Ensure compliance with security, cybersecurity, HIPAA, OPSEC, Anti-Terrorism, and training requirements.

•         Submit required contract deliverables and reports.

•         Conduct quarterly program reviews with the COR.

•         Provide monthly activity reports detailing staffing actions, service coverage, vacancies, and transition plans.

•         Maintain regular communication with Government stakeholders regarding program status and performance.

•         Monitor performance supporting applicant medical documentation processing, waiver tracking, MIRS, ARISS, MHS Genesis, Recruiter Zone, and related systems.

•         Ensure contractor personnel meet established processing timelines and quality standards.

•         Coordinate responses to operational issues affecting applicant processing and mission accomplishment.

Skills & Experience:  

•         Minimum 10 years of progressively responsible experience supporting Army operations.

•         Demonstrated experience managing personnel, staffing programs, and overseeing contract performance.

•         Experience performing work of similar scope, size, and complexity.

•         Demonstrated knowledge of Military Entrance Processing Station (MEPS) operations.

•         Strong leadership, organizational, and communication skills.

•         Experience managing geographically dispersed workforces.

•         Ability to interact professionally with military, civilian, and contractor personnel.

•         Knowledge of Army administrative procedures and correspondence requirements.

•         Proficiency with Microsoft Suite of productivity products

Preferred

•         Prior USAREC experience.

•         Experience managing Army recruiting support contracts.

•         Familiarity with: MIRS, ARISS, Recruiter Zone (RZ), MHS Genesis, Electronic Records Management (ERM), Guidance Counselor Redesign (GCR)

Education:      

• Bachelor's degree from an accredited college or university

Security Clearance Required:           

• Favorable suitability determination/background investigation.

• Ability to obtain and maintain access to Government facilities and systems.
