Job description

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement.
QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:
BASIC REQUIREMENTS All GRADES: A degree in Economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience that includes courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.Evaluation of ExperienceExamples of qualifying experience include:
- Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
- Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
- Teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
- Economic statistics;
- Industrial surveys;
- Management of individual business enterprises, including farms;
- Industrial planning;
- Writing or editorial work in economic subjects; and
- Financial market analysis.
SPECIALIZED EXPERIENCE/EDUCATION GS-14: In addition to meeting basic requirements, to be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized experience for this position includes:
- Experience applying economic and statistical methods to define, profile, and evaluate taxpayer market segments and to develop or revise research methodologies for assigned compliance-related projects.
- Experience analyzing economic, statistical, tax-return, and program data to identify significant factors, evaluate the reasonableness and accuracy of information, resolve technical research issues, and document economic conclusions and recommendations.
- Experience initiating, planning, implementing, monitoring, modifying, and completing economic research projects, including developing project scope, goals, schedules, workload estimates, research specifications, data requirements, and procedures.
- Experience using the Internal Revenue Master File System, statistical software packages, computer programming tools, or other data-processing applications to extract, analyze, organize, and present research data through reports, tables, and graphical materials.
- Experience reviewing economic, statistical, and tax-related source materials; evaluating research results and supporting documentation; and presenting written findings and technical recommendations to management, economists, statisticians, or other professional personnel.
AND
You must also meet the following requirement(s):
- TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
- TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.
