Job description

Agile is seeking an experienced Construction Security Specialist / ICD 705 Security Subject Matter Expert (SME) to support the development, review, validation, and maintenance of Construction Security Plans (CSPs) and Fixed Facility Checklists (FFCs) for Sensitive Compartmented Information Facilities (SCIFs), Special Access Program Facilities (SAPFs), and other secure government environments.

The successful candidate will possess practical experience supporting secure facility planning, design, construction, accreditation, and security documentation. The individual will work with security personnel, architects, engineers, construction teams, government representatives, and other stakeholders to ensure facility security requirements are properly identified, documented, implemented, and maintained.

Key Responsibilities

  • Develop, review, update, and maintain Construction Security Plans (CSPs) for secure construction and renovation projects.
  • Prepare, review, and validate Fixed Facility Checklists (FFCs) supporting facility accreditation and authorization activities.
  • Support SCIF/SAPF planning, construction, renovation, inspection, and accreditation activities.
  • Review architectural and engineering drawings, specifications, floor plans, construction documents, and security designs for compliance with applicable physical and technical security requirements.
  • Identify security vulnerabilities, construction deficiencies, and potential accreditation issues and recommend corrective actions.
  • Coordinate CSP requirements with government security representatives, Accrediting Officials, facility security personnel, construction contractors, architects, engineers, and project managers.
  • Support implementation of construction security requirements involving controlled areas, access control, perimeter protection, doors, walls, ceilings, penetrations, utilities, telecommunications, and other facility components.
  • Assist with documenting physical and technical security measures required for secure facilities.
  • Participate in construction security inspections, site assessments, pre-construction reviews, and final facility inspections.
  • Track security-related construction discrepancies and corrective actions through closure.
  • Maintain configuration control and accurate records associated with CSPs, FFCs, drawings, approvals, inspections, and accreditation documentation.
  • Provide technical guidance to project teams regarding secure facility construction requirements.
  • Support preparation of documentation packages for government review and facility accreditation.
  • Protect classified, controlled, and sensitive facility information in accordance with applicable security requirements.

Required Qualifications

  • 5+ years of experience in physical security, construction security, SCIF/SAPF construction, secure facility accreditation, or a closely related discipline.
  • Demonstrated experience developing, reviewing, or supporting Construction Security Plans (CSPs).
  • Demonstrated experience completing, reviewing, or validating Fixed Facility Checklists (FFCs).
  • Working knowledge of ICD 705 and associated Intelligence Community secure-facility requirements.
  • Experience supporting SCIF, SAPF, or other classified facility construction or accreditation.
  • Ability to interpret architectural drawings, construction specifications, security plans, and facility layouts.
  • Understanding of physical security concepts including access control, intrusion detection, construction materials, secure penetrations, utilities, telecommunications, and facility perimeter protection.
  • Strong technical writing and documentation skills.
  • Ability to communicate effectively with government security personnel, engineers, architects, construction managers, and contractors.
  • Ability to travel to customer facilities and construction sites as required.

Bachelor's degree in Security Management, Engineering, Construction Management, Architecture, Information Security, or a related discipline is preferred.

Relevant military, Intelligence Community, federal security, construction security, or technical experience may be considered in lieu of a degree.

Clearance Requirements

An active Top Secret/SCI security clearance is strongly preferred. Specific clearance and access requirements will depend upon the customer, facility, and assignment.
