Job description

You will serve as a Maintenance Worker (Seasonal) (FUL) WG-4749-5 working in either Milton or Smyrna Delaware for the Coastal Delaware National Wildlife Refuge Complex.
This is a temporary not to exceed 1039 hours position.
This position is being filled under the Field Unit Local Hiring Authority (FUL). See below under Additional Information for further eligibility guidance.

Qualifications:Field Unit Local Hiring Authority This position is being filled under the Field Unit Local Hiring Authority. Eligibility is limited to applicants who reside within the defined local commuting area at the time of application. For this announcement, the local commuting area is the area from which individuals can reasonably commute to the duty station under normal conditions. The defined vicinity for this position is: within 50 miles of one of the following locations:
Bombay Hook National Wildlife Refuge: 2591 Whitehall Neck Rd, Smyrna, DE 19977
OR
Prime Hook National Wildlife Refuge: 11978 Turkle Pond Rd, Milton, DE 19968.
Residency will be verified during the hiring process. Applicants must provide proof of residency within the defined vicinity (e.g. mortgage or property deed, lease/rental agreement, utility bill, insurance policy, etc.).
By the closing date of this announcement, you must meet the requirements of the Office of Personnel Management (OPM) Handbook X118C, Job Qualification System for Trades and Labor Occupation.

Although no specific amount of experience, education or training is required, applicants must meet a minimum level of ability in relation to the position and the Assessment Questionnaire in order to be rated qualified for consideration. To be qualified candidates must meet any screen out element(s) listed at an "acceptable" level, and must achieve an average rating of at least "acceptable" on all of the elements. Only education, training, or experience acquired before the closing date of this announcement will be considered.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements.
The screen out element for this position is: Ability to do the work of a Maintenance Worker without more than normal supervision.
The Maintenance Worker Helper is expected to assist higher graded Maintenance personnel in performing common and typical tasks related to a variety of trades. Examples of duties may include: 1) Lifting, carrying, holding materials and performing other related tasks in installing outdoor water systems, cleaning plugged water pipes and sewer lines, and the replacement of worn plumbing fixtures; 2) Perform minor electrical maintenance and repairs; 3) Drive one or more types of trucks with rated weight capacities up to and including one ton; 4) Maintain boats and marine engines; Maintain walking trails, boardwalks and observation points.
