Responsibilities
The Safety Director is responsible for oversight of Construction Project Safety and Health (S&H), and Risk Management, effectively managing multiple Safety programs, developing and implementing M.C. Dean site-specific project safety plans, and collaborating with Project Management in the implementation and leadership of the Operational Risk Management (ORM) process.
Job Duties and Responsibilities:
The incumbent is responsible for:
  1. Independently assessing construction safety, health, equipment, environmental, and electrical risks and exposures, independently developing risk and hazard assessment control strategies, and independently auditing, developing, and recommending improvements to the project safety program
  2. Ensuring contract specifications, plans, and drawings are incorporated into the Accident Prevention Program (APP)
  3. Identifying on-going risks and anticipating construction interface S&H issues and developing control strategies
  4. Identifying issues requiring specific, written and descriptive procedures, and associated compliance documentation
  5. Identifying and developing specialized, targeted training for all field and operations staff on S&H issues, and conducting effective training sessions
  6. Reviewing sub-contractors' safety submittals, and collaborating with Project Management
  7. Providing input on bid decisions, proposal development, and estimates (scope, constraints, schedules, budgets) with respect to integration and compliance with safety requirements i.e., subcontract development support
  8. Reviewing safety level data (SafetyNet (DBO2) and ORM Self-Audits) and providing analysis and meaningful feedback to site personnel and project executives
  9. Reviewing, developing, modifying, and collaborating with team members throughout the Project Pre-Kick-Off Meeting (PPKOM) and Project Kick-Off Meeting (PKOM) process, including Gate Check Meetings and Key Project Reviews (KPRs) as necessary
  10. Applying knowledge of current world class Best Management practices (BMP)to continuously improve the ORM process
  11. Evaluating Accident Investigation Reports to determine causation and appropriate corrective measures
  12. Conducting management, regulatory, and behavior safety system audits
  13. Reviewing and providing claims management advice, reviewing Temporary Restricted Duty (TRD), and managing relationships with third party providers, Owner Controlled Insurance Program (OCIP) and Contractor Controlled Insurance Program (CCIP)
  14. Participating in hearings or litigations involving recent or past injuries, accidents or work-related illnesses that occurred on projects/facilities
  15. Ensuring dissemination of information on new or revised regulations to supervisory personnel and other employees through verbal and written communications, and through timely revisions to programs
  16. Accompanying regulatory compliance officers/administrators during project audits to provide technical/operational support relative to compliance with applicable standards
  17. Stopping work in Immediately Dangerous to Life or Health (IDLH) situations and reviewing Recovery Plans that are to be implemented before work can be resumed
  18. Integrating host country, client and M.C. Dean Safety standards into a single procedural document
  19. Ensuring that the sub-contract agreement contains appropriate protective contractual terms and conditions
  20. Supervising and mentoring subordinate S&H personnel, including but not limited to recruiting new hires, evaluating performance, and conducting routine meetings with staff and craft.

This position is physically demanding and often requires working outdoors while exposed to all types of weather conditions and while working in all types of environments. For example, the incumbent may be required to work, depending on the job location and the time of year, in the heat, cold, rain and snow. This position also requires working at extreme heights, in areas that are under construction, or in restricted areas such as a switchgear room, manhole, utility tunnel, crawl space or attic. The incumbent must be able to access work areas that are accessible only by O.S.H.A. approved site construction ladders or stairs that are under construction. Additionally, this position requires flexible work hours. In order to get a project completed on time, the Safety Director is often required to work overtime, weekends and night shifts. The incumbent must work in the presence of customers and their representatives with little or no interference or disruption to the customer while maintaining a professional and courteous image.
Qualifications
Years of Experience :
16+ years of experience in construction S&H, including:
  1. Extensive knowledge of safety and health standards, rules, regulations, and proficiency in applying them to projects
  2. Previous electrical / construction / industrial /federal and commercial S&H experience
  3. Working knowledge of safe work practices and experience in conducting accident investigations, Occupational Safety & Health Administration (OSHA) / Mine Safety & Health Administration (MSHA), U.S. Department of Transportation (DOT) compliance, insurance audits, workers compensation, and project health surveys
  4. Proficiency in conducting S&H training programs
  5. Coordinating with General Contractor (GC)and/or owner of general site conditions and/or Non-Compliance Notice (NCN)
  6. Participating in meetings with customers, project team members, and contractors/sub-contractors to advise of project-specific mitigation plans, S&H training programs, and technical reports
  7. Demonstrated expertise in written and oral communication in English

Formal Education:
  1. B.S. Degree from a program accredited by The Accreditation Board for Engineering and Technology (ABET) is required.
  2. Preferred but not required: M.S. Degree in Safety and Health / Occupational Safety from an accredited program.
