UNIT DESCRIPTION
The Terrorism and Special Jurisdiction Unit in the Victim Services Division is comprised of Victim Services Providers who provide direct assistance to victims of international and domestic terrorism, mass-violence incidents, international hostage-taking, international kidnapping for ransom, murder of a US national by a US national abroad, weapons of mass destruction, criminal transportation disasters, international human rights violations, and other federal international crimes.
KEY REQUIREMENTS
  • Must be a current, permanent FBI employee.
PHYSICAL DEMANDS
The incumbent is required to be available for domestic/international travel at any time of the day for crisis response and be on travel status for protracted periods (typically 1-2 weeks per response). The incumbent must be prepared to manage considerable amounts of stress and fatigue due to the emotional nature of cases. The work may involve walking, standing, climbing, bending, and working on uneven temporary surfaces. The incumbent maybe required to work long hours and be on-call 24 hours a day.
WORK ENVIRONMENT
Incumbent must be present at various mass casualty sites domestically and internationally, or locations with unfavorable terrain and unpredictable weather conditions. The work may involve risk from hazardous materials, exposure to bio-hazards, extreme weather conditions, working in and around heavy equipment, and aircraft operations areas.
MAJOR DUTIES:
GS-13-
  • The incumbent will coordinate the FBI's efforts to identify, autopsy, and repatriate victims' remains in collaboration with relevant FBI and external agencies in the aftermath of terrorism and other federal crimes occurring within and outside the U.S.
  • Primary liaison with the FBI Evidence Response Team and other FBI personnel; medicolegal authorities (such as medical examiners and coroners); the State Department; Department of War; Department of Health and Human Services; and other agencies involved in the management and recovery of deceased victims, their belongings, and related information.
  • Coordinates family assistance efforts related to forensic and investigative operations and serves as the principal channel for communicating information about these matters with Victim Services Providers and family members.
GS-14- In addition to the above duties:
  • The incumbent may assist in trauma notifications and/or coordinate with the medicolegal authority to provide post-mortem examination findings to families.
  • In coordination with FBI personnel, manages the process of cleaning and returning personnel effects to victims/families.
  • Creates presentations and conducts training on issues related to the interrelationship between forensic operations and family assistance.
  • Coordinates with external forensic subject matter experts (SMEs) to ensure VSD's adherence to best practices and industry standards.

Specialized Experience (SE):
GS-13: Applicant must possess at least one (1) year of SE equivalent to the GS-12 grade level. SE is defined as follows:
  • Experience in forensic science as applied to victim recovery, identification, and medicolegal investigations.
  • Experience applying analytical methods and techniques essential to the assessment, processing, and management of complex crime scenes and disaster sites, as well as conducting investigations.
  • Experience demonstrating knowledge of criminal investigations and applying mass fatality management procedures and forensic pathology principles to determine cause and manner of death, interpret traumatic injuries, and evaluate postmortem changes in human remains.
In addition to above:
GS-14: Applicant must possess at least one (1) year of specialized experience equivalent to the GS13- grade level. SE is defined as follows:
  • Experience supporting and responding to mass violence incidents.
  • Experience organizing work independently and tracking crisis assignments in an environment of changing priorities and short deadlines.
Desired Skills

  • ERT training/experience is preferred but not required to be eligible for this position.
