Position Summary
The UXO Safety Officer (UXOSO) is the designated onsite authority for health and safety on projects involving Munitions and Explosives of Concern (MEC) and Munitions Constituents (MC). This position is responsible for developing, implementing, and enforcing safety and health requirements for all UXO, environmental, and construction activities on the project, with particular emphasis on explosives safety and compliance with USACE EM 38511, DoD and DDESB standards, OSHA regulations, and clientspecific requirements. The UXO Safety Officer works closely with the Senior UXO Supervisor, Project Manager, and Quality Control Manager to ensure that all work is conducted safely, hazards are identified and controlled, and personnel are trained and equipped to perform their tasks without incident.
Essential Duties and Responsibilities (including but not limited to):
Safety Program Development & Implementation
- Develop, review, and implement projectspecific safety and health documents, including:
- SiteSpecific Safety and Health Plans (SSHPs) / Accident Prevention Plans (APPs)
- Activity Hazard Analyses (AHAs)/Job Hazard Analyses (JHAs)
- Emergency Response Plans
- UXO safety procedures and standard operating procedures (SOPs)
- Ensure consistency and compliance of safety documents with USACE EM 38511, OSHA 29 CFR 1910.120 (HAZWOPER), DoD and DDESB explosives safety criteria, and client requirements.
- Support preparation and review of Explosives Safety Submissions (ESS) and Munitions Response Work Plans from a safety perspective.
Site Safety Management
- Serve as the onsite safety authority for all project personnel, including UXO, environmental, construction, subcontractors, and visitors.
- Conduct initial and recurring site safety orientations, daily tailgate safety briefings, and UXOspecific safety briefings for all personnel entering UXO work areas.
- Implement and monitor site control measures, including:
- Exclusion, contamination reduction, and support zones
- Safe distances, barricades, and access control points
- Personal protective equipment (PPE) selection and use
- Observe field operations (UXO clearance, demolition, intrusive investigation, drilling, excavation, construction support, geophysical surveys) to verify compliance with safety and health requirements and to identify unsafe acts/conditions.
Hazard Identification, Assessment & Control
- Conduct formal and informal safety inspections, audits, and walkdowns; document findings and ensure timely corrective actions.
- Identify and evaluate safety hazards associated with UXO and related activities, including explosives, heavy equipment, confined spaces, working at heights, traffic, environmental hazards, and weather.
- Assist in the development, review, and approval of AHAs/JHAs for UXO and nonUXO tasks; ensure that hazards, controls, and required training/PPE are clearly defined and implemented.
- Verify that required safety monitoring and sampling (e.g., air monitoring, noise, heat stress) is performed as needed, and recommend appropriate controls.
Incident Prevention, Investigation & Reporting
- Promote a strong safety culture and proactive hazard reporting; encourage all personnel to identify and report unsafe conditions, nearmisses, and incidents.
- Serve as the lead investigator for accidents, incidents, and nearmisses; conduct rootcause analyses and develop corrective and preventive actions.
- Maintain site safety logs, inspection reports, training records, incident reports, and other safety documentation in accordance with company and client requirements.
- Provide timely safety performance metrics and incident updates to the Project Manager, client, and company H&S leadership.
Training & Competency
- Ensure that all site personnel meet training requirements (e.g., HAZWOPER, CPR/First Aid, EM 38511 Competent Person training, UXOspecific safety training, equipment training).
- Deliver or coordinate safety training sessions (formal classes, toolbox talks, refresher briefings) tailored to project hazard profiles and client expectations.
- Mentor field supervisors and foremen to strengthen safety leadership at all levels of the project.
Coordination & Communication
- Coordinate daily with the Senior UXO Supervisor and Project Manager to plan safe work sequencing, crew assignments, and hazard controls.
- Interface with client safety representatives, USACE or other agency H&S staff, and regulatory authorities during inspections, audits, and project reviews.
- Participate in project meetings (daily coordination meetings, weekly progress meetings, and client briefings) and provide safety status, key issues, and recommendations.
Required Qualifications
Education
- High school diploma or GED required.
- Associate's or bachelor's degree in occupational safety and health, environmental health, industrial hygiene, engineering, or related discipline preferred.
Certifications & Training
- OSHA 40Hour HAZWOPER (29 CFR 1910.120) with current 8Hour annual refresher.
- OSHA 8-Hour Supervisor HAZWOPER
- OSHA 30Hour or 10-Hour Construction Safety and/or equivalent safety training meeting EM 38511 requirements.
- Current CPR/First Aid/Bloodborne Pathogen; advanced medical or responder training (e.g., EMT, wilderness/remote medicine) preferred.
- EM 38511 Competent Person training and/or USACE Construction Quality Management (CQM) for Contractors training preferred.
- Formal UXO/EOD training or prior EOD/UXO qualification (e.g., graduate of a U.S. military EOD school or recognized UXO Technician training) strongly preferred for UXO Safety Officer positions; at minimum, demonstrated knowledge of explosives safety and UXO operations is required.
Experience
- Must meet DDESB TP 18, 24 June 2020 CHAPTER 4: MINIMUM QUALIFICATION STANDARDS Table 4.1. Minimum Qualifications for UXOQP1, 2, 3, 4
- Demonstrated experience implementing EM 38511 and OSHA requirements on USACE, DoD, or other federal projects.
- Direct experience working alongside UXO teams (e.g., UXO Technicians, UXO Supervisors) in field environments, with a strong understanding of UXO operational workflows and associated hazards.
- Proven track record of developing and implementing safety plans, conducting hazard analyses, leading incident investigations, and driving corrective actions.
Knowledge, Skills, and Abilities
- Working knowledge of:
- Explosives safety principles and quantitydistance (QD) criteria
- UXO/MEC operations, terminology, and hazard profiles
- USACE EM 38511, OSHA 29 CFR 1910/1926, and applicable DoD/DDESB criteria
- Ability to read and interpret safety plans, UXO work plans, ESS documents, technical manuals, and site drawings.
- Strong observational skills and ability to identify hazards in dynamic field environments.
- Excellent communication skills, both verbal and written, including the ability to brief safety issues clearly to project staff, management, and clients.
- Strong leadership and interpersonal skills; ability to influence and coach personnel at all levels without compromising production goals.
- Proficient with Microsoft Office (Word, Excel, Outlook) and capable of maintaining electronic safety records and reports.
- Ability to work independently, prioritize tasks, and manage time effectively under changing field conditions and schedules.
Physical Demands
- Ability to work outdoors in varying terrain and weather conditions.
- Ability to lift and carry up to 50 pounds.
- Ability to walk long distances and work extended hours as required.
