Summary

The HR Support Specialist - LER provides analytical and technical support to NSWCPD's Labor and Employee Relations Branch, covering employee relations, benefits, performance management, workers' compensation, telework, and leave programs, subject to Government review and approval.

Representative Duties and Responsibilities
  • Provide support for Employee Relations program areas: discipline, benefits, performance, workers' compensation, telework, leave programs, and health/wellness programs.
  • Examine and provide recommendations on HR laws, policies, rules, and procedures; provide professional counsel to employees, supervisors, and managers.
  • Research LER topics, compile supporting data, write reports on findings, and provide guidance.
  • Support drafting of letters, including disciplinary letters for managers; support administrative investigations and draft reports of findings.
  • Draft local instructions and SOPs; train managers and employees; develop briefs; track data and metrics; keep the LER Supervisor apprised of program progress.
  • Serve as SharePoint designer/administrator for the LER SharePoint site.
  • Support the Performance Management program (Warfare Center DEMO and DPMAP): draft instructions/SOPs, provide guidance and training, collect/maintain performance appraisals, provide metrics, and troubleshoot performance management tool issues.
  • Coordinate Command Health Fairs and benefit events; support employee retirements (plaques, retirement letters, coordination); coordinate Command blood drives with the American Red Cross.
  • Ensure LER programs comply with the NAVSEA HQ Inspection Checklist and are prepared for Command Inspections.
  • Support the Telework Program: draft instructions/SOPs, track telework agreements, provide metrics, work in the telework tool, and provide guidance/training to supervisors and employees.
  • Support the Voluntary Leave Transfer Program (VLTP) and Absence and Leave Policy questions: provide guidance, maintain medical records, coordinate with agency program managers, process leave donations for payroll, track participants, and provide metrics.
  • Support programmatic oversight of the Federal Employees Compensation Act (FECA) Program per ICPA requirements, 5 U.S.C. 8101, and DOL Publication 810: assist workers' compensation claims, liaise with DOL, track/report program metrics, file documentation, and complete charge-back reports.
Required Knowledge, Skills, and Abilities
  • 5+ years of experience providing Human Resources services specifically in Labor and Employee Relations (LER)
  • Working knowledge of Government regulations, policies, and practices under Title 5, United States Code, and other applicable HR statutes and authorities.
  • Working knowledge of Microsoft Office Suite programs.
  • Ability to research, analyze, and document HR methodology and findings.
  • Strong written and verbal communication skills for interacting with employees, supervisors, and managers.
  • Ability to handle sensitive and Personally Identifiable Information (PII) in accordance with applicable privacy requirements.
  • Minimum Education - High School Diploma or GED
