Job Summary:

In this role, you will participate in subcontract formation and/or administration. Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Subcontract administration includes continual progress review, forecasting, and communication of difficulties. Your work will ensure subcontract compliance with project requirements.

"This position is designated as part-time telework per our global telework policy and may require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership” . #LI-RG1

Major Responsibilities:

Subcontract Management

  • Implements the Supply Chain Assignment Schedule which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work
  • Process Procedures applicable to Subcontract Management
  • Gathers and compiles support data for the preparation of documents and the management of subcontracts
  • Assists Subcontract Manager or more senior Subcontract Professionals in completion of the various tasks required by the Contract/Subcontract Management Guidebook,
  • Standard Work Process Procedures, and automated subcontract management systems
  • Monitors areas of subcontract performance, as assigned
  • Conducts investigations and inquiries into specific subcontracts problems, as assigned
  • Organizes materials for the preparation of meetings, presentations, and training sessions, and prepares periodic status reports
  • Works with Digital Supply Chain and other Automation Tools

Subcontract Formation

  • Duties and responsibilities involve the formation and award of small value, routine-type subcontracts
  • Assists with negotiations in commitment of contracts, but directs negotiation in small value contracts
  • Develops and issues subcontracts and services agreements as assigned
  • Receives bids and evaluates bids commercially
  • Prepares Commercial Bid Summary and recommendations
  • Recommends and secures approvals in accordance with established procedures
  • Prepares subcontract documents for execution
  • Prepares and maintains control and status reporting documents
  • Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters
Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 8-10  years of relevant experience or 12-14 years of relevant work experience
Required Knowledge and Skills:
  • Extensive knowledge and experience in contract law, subcontract pricing, pre-award negotiation, subcontract drafting, and subcontract administration.
  • Ability to conduct market research, pre-qualify bidders and prepare bidders’ lists.
  • Ability to lead negotiations, prepare award recommendations and finalize subcontract documents for execution.
  • Working knowledge of engineering/construction industry subcontracting scopes of services and work practices, applicable government and commercial regulations and practices.
  • Skilled communicator that can work collaboratively with multi-discipline groups.
  • Self-motivated, curious, and enjoys challenges.
  • Good presentation and analytical skills.
  • 2-5yrs experience with Subcontract formation / development and / or field subcontract administration experience.
  • Experience on large scale projects
  • Familiarity with digital supply chain systems and automation tools
  • Open to relocation
