๐ฏ Role Summary
Serves as technical architect lead on the Integrated Account System (IAS) Modernization project and helps develop a new framework for all efforts under the DTF Modernization program. The core focus is building a new assessment processing system to replace the legacy CARTS billing system (COBOL/IDMS/DB2) and integrating intake applications onto strategic platforms.
๐ ๏ธ Key Day-to-Day Responsibilities

Architectural Leadership: Guide technical design for modernizing legacy systems and coordinate solutions across technical support groups.

SDLC Management: Oversee all phases of SDLC for complex projects (both new development and maintenance).

System Development & Tuning: Develop tax processing system components, code, execute unit/integration tests, write/tune SQL, and performance tune applications.

Real-time Operations & Support: Make real-time multi-system changes requested by user groups and support production issue analysis/defect resolution.

Design & Requirements: Guide requirements gathering, lead system design analysis, and write technical design documents and program specifications.

Mentorship & Testing Support: Support user testing efforts and mentor less experienced technical staff.

Experience Level: Expert (84+ months) โ Candidate makes high-level design choices, dictates technical standards (coding standards, tools, platforms), and designs multi-leveled component architecture for large-scale software systems. Candidate is able to provide guidance to large teams and is considered at the top of their field.

Government Tax Systems (84 Months | Max 20 Pts): Technical design, development, maintenance, and end-user support of tax or audit systems within a Government Taxation organization.

IBM Process Automation & Integration (84 Months | Max 15 Pts): Designing choreography/orchestration processes using WebSphere Process Server (WPS), IBM CP4BA (BAW), or IBM CP4I.

Business Rules Architecture (84 Months | Max 10 Pts): Design, development, and management of Business Rules Architecture systems involving Rules Entry UI invoking portable Runtime Engines (in WPS) and Decision Service Design/Development using ADS (Automation Decision Services in CP4BA).

SOA & Modern DevOps Tooling (84 Months | Max 10 Pts): SOA Component Development Architecture using J2EE (JMS, CTG, IBM EAD4J, JADE, Spring Framework, BPEL, IBM SCA/SDO) and modern tools like Elastic, Jenkins, GitLab, and JFrog.

Multi-Tiered System Analysis & Technical Writing (84 Months | Max 5 Pts): System analysis and design for multi-tiered transactional systems and writing technical documents for complex component-based systems.

Java / IBM RAD & WAS Environment (84 Months | Max 5 Pts): Java programming using IBM Rational Application Developer (RAD), WebSphere Integration Developer (WID), and WebSphere Application Server (WAS) / WebSphere Process Server as runtimes.
