Job description

The incumbent serves as a Program Analyst (Health Informatics) located at the medical centers, in the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA). The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the VHA.Qualifications:To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/30/2026.
NOTE: While this position is in an interim process to be converted to a Hybrid position, the position still follows Title 5 qualification standards per the office of personnel management (OPM). You may qualify based on your experience as described below:
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
  • Examples of appropriate SF-50s include:
    • Within grade increases at the highest grade held; or
    • Promotions with an effective date more than one year old; or
    • SF-50s at the highest grade held with an effective date more than one year old.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below.
  • SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as:
    • Independently performs a full range of data analysis, to include collecting, evaluating, and synthesizing of data;
    • Applies an end-to-end process to evaluate workflows, identifying issues, and developing solutions based on best practice guidelines;
    • Experienced knowledge and use of national database architecture and file structure, analytical techniques, and clinical applications development techniques;
    • Acquainted with technologies that are likely to benefit healthcare delivery processes to troubleshoot functionality issues and develop solutions;
    • Ensures the success of multidisciplinary teams to lead and manage informatics-related projects.
  • PREFERRED EXPERIENCE:
    • Current or recent experience as Program Analyst (Informatics).
    • 2+ years of SQL experience.
    • Experience with Power BI or other analytics tools.
