Job description

CVP is seeking a Senior Project Manager to lead delivery for the Finance Application portfolio, which includes three billing systems: CIT Billing, AIS, and Telecommunication Billing. These systems capture service inventory and charges, apply rates/business rules, and generate billing transactions and files that support CIT revenue. 


  • Own O&M, enhancements, and modernization delivery across the three billing applications 
  • Manage scope, schedule, cost, backlog, and work assignments 
  • Lead release planning, risk/issue management, and stakeholder coordination 
  • Produce and manage EPLC artifacts; coordinate change/security processes through TRB/CAB and ARB 
  • Oversee SLA performance, billing-cycle compliance, and Tier II/III support 
  • Support DevSecOps/CI-CD delivery and cloud-native modernization 

  • Must be eligible to obtain a Public Trust clearance
  • BS/BA + 8 years of relevant experience; OR MS/MA/MBA + 5 years; OR 13 years of relevant experience in lieu of degree
  • 10+ years of IT project/program management experience
  • 3+ years managing comparable-scope federal application efforts
  • Federal EPLC/Agile delivery experience
  • Working knowledge of Microsoft .NET/ASP.NET billing applications and SQL Server 
  • Familiarity with CIT Billing/AIS/Telecom business processes; billing, rates, and accounts management; and integrations with ServiceNow ASR, NED/AD, Helix/AIS, EIS telecom data, and NIH Business System billing-file production

  • FISMA Moderate/RMF/ATO/JCAM and Public Trust Moderate (Tier 2) eligibility 
  • On-site availability when directed
