BACKGROUND:
The U.S. research laboratories, engineering centers, and defense industrial base are developing the advanced technology that will form the heart of the Army’s future fighting force. When foreign Governments and companies illegally acquire knowledge of the U.S. advanced technologies it is also essential that the Army understand the effect of that compromise. The Army must have an integrated Research and Technology Program (RTP), Security, Cyber Incident Damage Assessment (CIDA) program, and Modernization Security Protection (MSP) with the ability to perform these critical missions with a high degree of confidence of success.
