ProSidian Seeks a Geospatial Technology Project Manager to support an engagement for the Geospatial Technology and Application Center (GTAC) to manage and provide professional support services for a variety of program areas including: Data Development and Cartography, Disturbance Assessments and Service, Enterprise Data Services, Resource Applications and Technology Implementation, Resource Mapping Inventory Monitoring, and Training and User Support Programs. GTAC is located in Salt Lake City, Utah a detached unit of Washington Office Engineering and is part of the Geospatial Management Office (GMO) of the Department of Agriculture, U.S. Forest Service (USFS). Project management techniques also include leading on-site or virtual teams, including geospatial specialists and other subject matter experts.

GTAC provides Geospatial Information System (GIS), Geospatial Positioning System (GPS), remote sensing, and other geospatial support and services to a variety of customers both inside and outside the agency. The center is responsible for acquiring services from geospatial professionals that can apply advanced scientific knowledge to areas such as analysis, national service center coordination, technology evaluation, training, help-desk, operational support, and data/product delivery. The GTAC Program Management Office (PMO) establishes standardized project management techniques, provides expertise, practices process discipline and supplies project management documentation with each of its program areas. Project and program metrics are also established to report GTAC activity to stakeholders. Based on capacity, the PMO also provides selective project management services to the GMO and other USFS units with geospatial related projects.

Geospatial Technology Project Manager Candidates shall work to support requirements for Program Support and primary role is to provide Project Manager Support to The Department of Agriculture, U.S. Forest Service (USFS) Geospatial Technology and Application Center (GTAC) Program Management Office (PMO), which will include:

  • Developing project charters that outline scope, goals, deliverables, required resources, budget, and timing.
  • Developing project plans that define how each project will be executed, monitored, controlled, and closed. The plan content will vary depending upon the nature of the work to be accomplished, complexity, and methods undertaken. Completing work breakdown structure to estimate required effort. Providing a project schedule. Estimating costs and determines budget. Determining how results will be measured and expectations will be met. Determining and obtaining required resources. Developing contract specifications and statement of work as necessary.
  • Performing quality assurance. Developing and managing project teams.
  • Tracking and reporting on project milestones and providing status reports. Effectively managing project scope by ensuring any changes to scope are documented and approved with project change request forms. Resolving any issues and solving problems throughout project life cycle.
  • Completing post-project evaluation and communicating lessons-learned. Developing tools and best practices for project management and execution. Ensuring all project documents are safely archived. Closing contract procurements.
  • Project management techniques also include leading on-site or virtual teams, including geospatial specialists and other subject matter experts.
  • Work closely with the team members of the Project Management Office (PMO) to ensure accurate status updates of deliverables and reporting, including from partners and to donors in the CIFOR (Center for International Forestry Research) project management system.
  • Working closely with CIFOR management, scientists and support staff, oversee the compliance of project management processes with CIFOR policies and requirements.
  • Work closely with the Project Systems Manager in the design and implementation of project management initiatives and systems for continuous improvement of project management workflows.
  • Monitor the performance and flow of all project management processes and systems, ensuring efficiency and accuracy.
  • Take the lead in managing operational project management-related issues raised by CIFOR management, scientists and support staff.
  • Provide support and guidance to Research Programs' Senior Project Officers, Secretaries, Regional Administrators and Project Leaders for all project management processes.
  • Analyze and report to Project Systems Manager data to inform CIFOR's performance measures such as: – Efficiency of meeting donor reporting timelines (monthly) – Staff and systems performance (turnaround time)
  • Provide back-up support to the Project Systems Manager as necessary, which includes reviewing all of CIFOR's institutional agreements submitted for approval in the CIFOR project management system.

The Geospatial Technology Project Manager shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position. Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.

• Master's degree in a relevant field. • Minimum 8 years of relevant experience in project administration and management, good understanding of financial management and human resources procedures. • Excellent written and spoken English. • Strong computer skills in word processing, database and other relevant office applications.

The Project Manager shall also have experience in Project or program management over the Agile development of Information Technology or Geospatial software, Applications and Support Services, and Federal government acquisition processes including performance-based service contracting, application of federal procurement regulations, policies, and procedures, preparation of requirements documents, and contracts management.

  • PMP (Project Management Professional) Certification is required.
  • Lean Six Sigma Certification is strongly preferred.
  • Competent in personal organization and priority setting, with the ability to work effectively under time pressure and manage multiple priorities.
  • Have initiative and be capable of working independently and as an effective team player.
  • Good interpersonal and communications skills, with the ability to effectively interact with people in a multidisciplinary and multicultural environment.
  • Experience working with a wide and diverse network of groups and individuals.
  • Proactive, target driven and diligent.

TRAVEL: Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations. LOCATION: Work shall be conducted at the CONUS/OCONUS - Salt Lake City, Utah
