About the role

We are seeking a Senior Enterprise Architect will provide Advisory and Assistance Services (A&AS) architecture support our governement customer in support of Command, Control, Communications, and Computers Information Technology (C4-IT) architecture and engineering activities. This position supports the development, maintenance, validation, and curation of enterprise architecture products that enable the customer mission and enterprise capability requirements across Nuclear Command and Control, Cyber, Electromagnetic Spectrum Management, Missile Defense, and other mission areas.

The Senior Enterprise Architect will assist the Government in ensuring architecture products, operational views, capability models, and systems architecture artifacts support enterprise modernization, technical refresh planning, lifecycle management, capability engineering, and future IT rationalization decisions.

What you'll do
  • Support the development and maintenance of USSTRATCOM enterprise architecture products that capture command capabilities and support Unified Command Plan responsibilities.
  • Curate architecture, engineering, and analytical artifacts that support a master architecture plan, including architecture purpose, mission-area scope, and required perspectives.
  • Analyze existing C4-IT architectures and artifacts to ensure standards alignment, identify efficiencies, and document capability gaps needed to improve operations, technical depictions, functional depictions, and solution modeling.
  • Build, validate, and curate business architecture models and artifacts incorporating organizational structure, operations, governance, policies, technology alignment, business processes, strategies, and value streams.
  • Support systems architecture repository validation and curation.
  • Perform system architecture activities that communicate solution designs, system composition, interconnectivity, context, operational support, and capability functions.
  • Develop and curate operational architecture products, including operational scenarios, activities, requirements, capability modeling, and supporting artifacts.
  • Translate mission and operational views, requirements, and capability needs into models that support Model-Based Systems Engineering (MBSE), Modular Open Systems Approach (MOSA), and other capability engineering activities.
  • Develop and validate C4ISR and Department of Defense Architecture Framework (DoDAF) products, including operational, capability, and system views.
  • Use architecture tools, including Enterprise Architecture by Sparx or similar computer-based architecture tools, to produce DoDAF-compliant architecture products.
  • Apply Unified Architecture Framework (UAF) and Systems Modeling Language (SysML) concepts as adjunct components within deliverable architecture products.
  • Assist Service Managers, Functional Managers, and stakeholders in developing and curating the USSTRATCOM C4-IT Roadmap supporting lifecycle management, technical refresh planning, and service capability improvement road mapping.
  • Support Architecture Review Board activities by reviewing items in queue, assessing completeness and impacts, and providing recommendations as part of the formal change management process.
  • Create, upload, edit, and maintain supporting architecture and engineering documentation on the J61 SharePoint portal, file-share, or designated applications/tools.
  • Develop architecture work products that are logically organized, technically correct, free from clerical errors, and compliant with task order requirements.
Qualifications
  • Minimum of one year of documented training or experience designing, deploying, and maintaining systems and capabilities that comply with DoD cybersecurity policies and regulations, including DoD 8500 series, DoD 8100 series, and CNSSI 1253; commercial or industry cybersecurity policy experience may be considered in lieu of specific DoD policy experience.
  • At least five years of experience demonstrating written and oral communication skills, including developing and presenting complex written products and oral briefings to senior leaders at the O-6/GS-15 level or higher, or equivalent industry executives.
  • Demonstrated expertise in CCMD and DoD business process analysis and integration.
  • Minimum of eight years of demonstrated expertise in CCMD and DoD development, integration, and business processes.
  • Expertise developing and supporting Joint Capabilities Integration and Development System (JCIDS) Capability Based Assessments (CBAs).
  • Expertise using computer-based architecture tools to produce DoDAF-compliant products, including Enterprise Architecture by Sparx or similar tools.
  • Experience with UAF and SysML as adjunct components incorporated into deliverable architecture products.
  • Minimum of five years documenting and curating operational architecture, including operational scenarios, activities, and requirements supporting capability modeling and artifacts.
  • Minimum of eight years documented and translating mission and operational views, requirements, and capability needs into models that support MBSE, MOSA, and other capability engineering activities.

Certification Requirements
  • Must possess an intermediate or higher architecture certification obtained within the last three years, such as The Open Group TOGAF certification.
  • As USSTRATCOM matures the DoD 8140 Cyber Workforce program, contractor personnel may be required to obtain applicable cyber-related certification within six months of notification.
  • Personnel filling the Enterprise Architecture role shall have one of the following certifications or an applicable equivalent: Certified Information Systems Security Officer (CISSO), Certified Information Systems Security Professional (CISSP), GIAC Certified Intrusion Analyst (GCIA), GIAC Cloud Security Automation (GCSA), GIAC Cloud Security Essentials (GCLD), GIAC Global Industrial Cyber Security Professional (GICSP), GIAC Security Essentials Certification (GSEC), or Information Systems Security Architecture Professional (ISSAP).
Security Requirements
  • Must be a United States citizen.
  • Must possess a final Top Secret security clearance with eligibility for SCI at time of task order award or prior to commencement of work.
  • Must comply with task order DD254 requirements, DoD security requirements, USSTRATCOM cybersecurity and physical security instructions, in-processing and out-processing procedures, and applicable nondisclosure requirements.
