Cyber Technical Writer

DON SAP IT โ€“ TO2 | CONTINGENT HIRE

Compensation

$174,678 โ€“ $186,105 annually (Technical Writer/Web Developer Level 3โ€“4 target range; one position, level may vary with experience)

Program sites include JBAB, Annapolis Junction, MD, and future Landover, MD; final worksite depends on responsibilities/program need.

Position Summary

Serves as the program documentation specialist supporting complex cybersecurity, intelligence, and defense work within a Program Management Office (PMO), translating highly technical cyber, engineering, and security-operations information into clear mission-aligned documentation.

Responsibilities

Develop and maintain advanced technical documentation, including SSPs, CONOPS, SOPs, RMF artifacts, cyber operational playbooks, architecture descriptions, and intelligence-driven reports.

Translate cybersecurity and intelligence conceptsโ€”including threat analysis, defensive cyber operations, incident response, and system vulnerabilities for technical, operational, and executive audiences.

Support PMO governance through briefs, decision memoranda, meeting minutes, milestone documentation, CDRL requirements, risk registers, and performance reporting.

Collaborate with cyber SMEs, engineers, ISSOs, program managers, and intelligence professionals to validate technical accuracy and current system/security information.

Support compliance with NIST SP 800-53, RMF, ICDs, DoDI 8510.01, and agency-specific cybersecurity policies.

Create and manage classified and unclassified documentation using appropriate security handling, version-control, and dissemination procedures.

Develop executive communication materials such as intelligence summaries, cyber-posture updates, risk assessments, and strategic program messaging.

Conduct quality-assurance reviews for clarity, consistency, technical accuracy, and adherence to program/agency standards.

Mentor junior writers and contribute to documentation standards, templates, and best practices.

Support proposal development and preparation of illustrative materials, including drawings, sketches, diagrams, and charts.

Required Qualifications

Current/active TS/SCI clearance.

Extensive technical-writing experience in cybersecurity, intelligence, defense, or federal environments.

Demonstrated ability to write for technical cyber domains such as network security, cloud security, cyber operations, threat intelligence, and defensive tools.

Strong understanding of RMF, NIST controls, DoD cybersecurity policies, and Intelligence Community documentation requirements.

Experience supporting a PMO or large-scale federal program.

Ability to synthesize complex SME input into structured, high-quality technical documentation.

Exceptional editing, grammar, written communication, and audience-tailoring skills.

Proficiency with tools such as Confluence, SharePoint, Visio, Jira, and Microsoft Office.

Ability to work independently at a senior level and manage multiple priorities under tight deadlines.

Preferred: CDOC/SOC/intelligence-analysis support; classified networks and cross-domain solutions; DoD acquisition/IC mission support; AWS/Azure/GovCloud documentation; Security+, CISSP, CEH, CCSP, or technical-writing credentials.

Level 3โ€“4 may be considered based on experience and the program target-rate structure.

This is a contingent-hire opportunity supporting staffing preparation for the DON SAP IT TO2 program. Employment is contingent upon program requirements, customer/prime approval, funding, and final staffing authorization.
