Job description

IT Technical Project Manager
Reports To: VP – Chief Information Officer

Location:  St. Louis, MO 63102 (4 days per week onsite from day 1)
Employment Type: Contract (12 Months, Purely Temporary – No Temp-to-Perm Opportunity)


Position Overview

We are seeking a skilled Technical Project Manager (TPM) to lead the implementation of software and technology initiatives, ensuring seamless execution from inception through completion. This role requires a strong technical background across databases (Oracle), cloud technologies, system architecture, infrastructure, networking, and Active Directory (AD). The ideal candidate will possess excellent communication, leadership, and risk management skills to successfully guide cross-functional teams and deliver projects on time, within scope, and budget.


Key Responsibilities

  • Lead end-to-end execution of software and IT projects, ensuring alignment with business goals.
  • Evaluate RFPs and vendor proposals with a focus on security and compliance risks.
  • Develop and maintain project plans, WBS, RACI, RAID logs, reports, and other project documentation.
  • Manage project scope, timelines, dependencies, and budgets while mitigating risks.
  • Provide clear and consistent communication of project expectations, progress, and risks to stakeholders at all levels.
  • Collaborate with internal teams, clients, and third-party vendors to drive deliverables.
  • Ensure compliance with organizational standards, change control policies, and security requirements.
  • Anticipate potential challenges, proactively develop solutions, and oversee migration plans.
  • Support the CIO with strategic planning, new initiatives, and proposal development.
  • Provide hands-on assistance with implementation, software administration, and audit reporting as needed.

Required Knowledge, Skills & Abilities

  • Project Management: Proficiency in Agile, Scrum, Waterfall, and related methodologies; experience with project management tools (e.g., Monday.com, Smartsheet, Excel, Jira, ITSM).
  • Technical Expertise: Strong knowledge of system architecture, infrastructure, networking, databases (Oracle preferred), cloud platforms, and AD.
  • Risk & Issue Management: Ability to identify, assess, and mitigate risks across project lifecycles.
  • Communication: Exceptional verbal and written communication skills for both technical and non-technical audiences.
  • Leadership: Proven ability to motivate, guide, and foster accountability in cross-functional teams.
  • Problem-Solving & Analytical Skills: Data-driven decision-making with strong troubleshooting capabilities.
  • Relationship Management: Ability to build and maintain strong relationships with clients, stakeholders, and vendors.
  • Organizational Skills: Highly detail-oriented with the ability to manage multiple projects simultaneously.
  • Adaptability: Flexible and resourceful in a fast-paced, dynamic environment.
  • Financial Acumen: Understanding of project budgeting and cost control.

Education & Experience

  • Education: Bachelor’s degree in Computer Science, Information Technology, or related field (Master’s preferred).
  • Experience: Minimum 3 years of IT project management experience.
