Description:

Under the direction of the Sr. Manager, PMO, the Technical Program Manager (TPM) leads complex, cross-functional technical programs and strategic initiatives that drive business outcomes and improve engineering execution. This role partners closely with Engineering, Product Management, Quality Assurance, DevOps, Architecture, Security, Customer Success, and business stakeholders to plan, coordinate, and deliver large-scale technology initiatives from concept through production deployment.

The Technical Program Manager serves as a bridge between technical and business teams, ensuring alignment across priorities, dependencies, risks, timelines, and delivery objectives. This role combines technical expertise with strong program management capabilities to facilitate collaboration, drive execution, communicate effectively with stakeholders at all levels, and continuously improve delivery processes and operational excellence.

U.S. citizenship is a prerequisite for this role as only U.S. citizens are eligible as part of the FedRAMP Critical Access requirements central to this position.

What You'll Do:

  • Lead multiple concurrent technical programs and strategic initiatives across Engineering, Product, and Technology organizations, ensuring alignment with business objectives and organizational priorities
  • Develop and maintain program roadmaps, milestones, delivery plans, governance processes, success metrics, and executive reporting mechanisms
  • Coordinate cross-functional teams to manage technical dependencies, resource planning, risks, issues, and competing priorities while driving timely resolution and execution
  • Establish clear ownership, accountability, communication channels, and escalation paths across teams to ensure successful program executions
  • Facilitate planning sessions, technical reviews, release readiness activities, retrospectives, and post-implementation assessments to support successful program delivery
  • Partner with Engineering, Product Management, QA, DevOps, Security, and Architecture teams to ensure effective collaboration throughout the Software Development Life Cycle (SDLC)
  • Monitor program health through key performance indicators (KPIs), dashboards, status reporting, and executive communications to ensure commitments are achieved and expected outcomes are delivered
  • Translate technical concepts, risks, and recommendations into business-focused communications for stakeholders and leadership teams
  • Champion Agile methodologies, project governance standards, release management processes, and continuous improvement initiatives that enhance quality, predictability, efficiency, and delivery velocity
  • Prepare executive presentations, steering committee materials, decision frameworks, and strategic recommendations to support organization planning and decision making
  • Support the adoption and optimization of tools, workflows, reporting frameworks, and operational best practices that improve program and engineering team effectiveness
  • Build strong relationships across technical and business teams while influencing outcomes and decisions without direct reporting authority
  • Travel to orientation, industry or company events, or other onsite meetings as required
  • Perform additional duties or tasks as assigned

Requirements:

  • Bachelor's degree in Business Administration, Computer Science, Project Management, Information Technology, or a related field, or the equivalent combination of education and relevant experience
  • Demonstrated professional experience in Technical Program Management, Program Management, Engineering Management, Project Management, or a related discipline; preferably supporting enterprise software development or SaaS organizations
  • Demonstrated ability to manage multiple concurrent programs while balancing priorities, dependencies, schedules, risks, and stakeholder expectations
  • Demonstrated experience leading large-scale, cross-functional technical programs in Agile software development environments
  • Strong knowledge of Software Development Life Cycle (SDLC) methodologies, Agile and Scrum practices, software architecture concepts, APIs, system integrations, cloud platforms (Azure, AWS, or GCP), and DevOps/CI-CD practices
  • Proven experience utilizing delivery and project management tools such as Azure DevOps, Jira, Confluence, GitHub, or similar platforms
  • Strong written and verbal community skills with ability to translate complex technical concepts into clear business focused communication and recommendations
  • Experience leading cloud modernization, platform transformation, healthcare technology, SaaS, interoperability, or other regulated industry initiatives
  • PMP, PMI-ACP, SAFe, Certified Scrum Master (CSM), or similar program/project management certification preferred
  • Professional experience developing dashboards, KPIs, status reporting, and program governance documentation
  • Ability to build relationships, influence stakeholders, and communicate effectively with both technical and non-technical audiences, including executive leadership
  • Ability to maintain discretion when handling proprietary and confidential information
  • Enthusiasm for learning and continuously expanding technical, operational, and leadership capabilities
  • Strong work ethic, integrity, honesty, collaboration, communication skills, and team orientation
  • Ability to travel as required, up to 10%

Position Salary Range: The annual base salary range for this full-time role is $90,000- $120,000 USD + bonus + benefits + perks + community gains. Within the range, individual pay is determined by job-related skills, education or training and other relevant qualifications.
