Job Title: Senior IT Program Stabilization Consultant

Position Summary

Dhaka Technologies Limited Company is hiring a Senior IT Program Stabilization Consultant on behalf of a State of Oregon government client. The client is launching a statewide integrated system that replaces two legacy platforms supporting licensing, program, and payment functions, with go-live scheduled for October 2026. This role leads the post-launch stabilization effort through October 2027.

This is not a build role. The implementation project team remains in place and owns delivery. The consultant is the senior advisor who establishes how the system will be governed, communicated, and improved after launch. The consultant reports to the agency Executive Director, holds functional authority over the communications, standard operating procedure, and prioritization processes, and provides recommendations on decisions that ultimately rest with the Executive Director. The consultant does not hold supervisory authority over agency staff.

Key Responsibilities

Communication Coordination. Build a short and long term communication plan covering routine updates, release notices, and known issue notifications for both internal divisions and external providers and families. Serve as the single point of coordination for message timing so that communications are consistent and not duplicative. Track open communication commitments through to closure.

Training Plan and Coordination. Develop a training plan covering modality, resourcing, release training, and long term training capacity. Update training materials for releases and fixes, coordinate delivery of training sessions, and design the process for onboarding and training new internal and external users. Conduct user testing with providers and families to gather feedback for future enhancements.

Governance and Enhancement Prioritization. Establish the long term system ownership and governance structure, including decision rights, operating structure, and system growth model. Build the prioritization framework and intake process for post-launch enhancement and change requests. Facilitate recurring prioritization reviews, document decisions and rationale, and maintain a visible enhancement backlog. Surface competing requests across divisions and bring them to the executive leadership team with a recommendation. Align prioritization decisions with the CIO office on technical feasibility and vendor capacity.

Standard Operating Procedure Development. Assess which cross-team and cross-divisional workflows require standard operating procedures, prioritize them, and facilitate their development. Recommend changes to team processes that better align with the system as delivered. Establish meeting structure, decision rights, and escalation paths.

Executive Reporting and Transition. Deliver weekly project risk updates to the executive leadership team covering system readiness, reporting, communications, payment, and procedure development. Produce a future state document addressing staffing and governance requirements. Deliver a final report with an implementation plan for an incoming seven-position system team, including position descriptions, staffing requirements, technical competencies, and reporting structure. Provide a transition to operations plan no later than 60 days before the engagement ends.

Required Qualifications
  • Project Management Professional (PMP) certification.
  • A minimum of ten years in IT program management, business analysis, or management consulting, including at least five years delivering these services on complex enterprise systems
  • Demonstrated experience with process improvement methodologies such as LEAN or Six Sigma
  • Strong project management, business analysis, budgeting, and financial analysis capability
  • Within the last three years, experience serving as key advisor and partner to both business and IT executives on complex projects, including reviewing and drafting procedures to implement best practices, creating structured governance, and maturing project management practices
  • Within the last three years, experience developing, performing, and facilitating system testing activities
  • Within the last three years, experience performing business analysis on complex information technology projects
  • Within the last three years, experience with data conversion or migration and system integration
  • Strong quality control experience, including a documented approach to reviewing, editing, and providing feedback on project artifacts
  • Availability to work on site at the client office in Salem, Oregon, on a schedule agreed with the client
Preferred Qualifications
  • Familiarity with the Business Analysis Body of Knowledge, version 3 (BABOK)
  • Bachelor's degree or higher in computer science, public administration, business management, or a related field
  • Strong understanding of the public sector operating environment
  • Prior experience stabilizing a state government licensing, eligibility, case management, or payment system after go-live
Compensation and Work Authorization

This position pays $50.00 to $70.00 per hour on a W2 basis, with the offer set according to experience and the depth of match against the required qualifications above. Dhaka Technologies Limited Company is a registered Oregon employer.
