JOB SUMMARY

We are seeking a highly experienced Senior Technical Project Manager / RFP Writer to lead a priority initiative for a County Police Department. The primary objective of this role is to assess the department's technical requirements and develop a comprehensive Request for Proposal (RFP) for the procurement of Public Safety software, hardware, and professional services

DUTIES & RESPONSIBILITIES

Project Management & Planning: Develop and manage a Project Implementation Plan and Schedule, leading a fast-paced initiative to deliver a complete draft RFP and preliminary deliverables within three months of the project kickoff

Needs Assessment & Stakeholder Engagement: Conduct comprehensive needs assessments by gathering technical scope requirements from multiple stakeholders and identifying relevant technology and contract details

RFP Development: Serve as the primary author for a highly complex public safety technology RFP, guiding it through an iterative four-level review process (Police Technology, Stakeholders, Police Finance, and County Procurement

Client Collaboration: Work directly with the Department’s project manager, technology management contacts, and other stakeholders, ensuring all business unit requirements are captured and documented effectively

Onsite Engagement: Conduct all interviews, stakeholder meetings, and weekly project management meetings onsite as required by the Police Department

.

REQUIRED QUALIFICATIONS

Project Management Experience: A minimum of 5 years of customer-facing technology project management experience

.

Requirements Gathering: Completion of at least three projects involving gathering technology requirements from users, with at least one project involving a police department or law enforcement agency

.

RFP Expertise: Must have at least three examples of meaningful work on RFPs, with at least one instance acting as the primary author

.

Soft Skills: Strong presentation, verbal, and written communication skills with the ability to influence others, multitask, prioritize, and operate as a self-starter

.

Software Proficiency: Experienced in creating Microsoft Word documents and Excel spreadsheets

PREFERRED QUALIFICATIONS

Certifications: Project Management Professional (PMP) certification is preferred, though equivalent experience may substitute
