What is a technical operations scientist?

Technical Operations Scientists are professionals who bridge the gap between scientific research and operational processes in industries such as pharmaceuticals, biotechnology, or manufacturing. They focus on ensuring that scientific procedures are efficiently translated into scalable production systems, maintaining product quality and compliance. Their responsibilities often include troubleshooting process issues, optimizing workflows, supporting technology transfer, and liaising between research, development, and production teams. This role is critical for maintaining seamless operations and supporting continuous improvement in technical environments.

What are some typical challenges technical operations scientists face when transitioning from research-focused roles?

Technical Operations Scientists often encounter challenges when shifting from research to operations, such as adapting to a faster-paced environment with strict timelines and regulatory requirements. Unlike pure research roles, this position emphasizes process optimization, troubleshooting, and cross-functional collaboration with manufacturing, quality assurance, and engineering teams. Success often depends on strong communication skills, attention to detail, and the ability to quickly resolve issues to maintain seamless production. Embracing these new responsibilities can offer valuable career growth and exposure to large-scale product development.

What are the key skills and qualifications needed to thrive as a technical operations scientist, and why are they important?

To thrive as a Technical Operations Scientist, you need a strong background in life sciences or engineering, analytical problem-solving abilities, and relevant industry experience, often supported by a bachelor’s or master’s degree. Familiarity with laboratory information management systems (LIMS), process validation, and quality control tools is typically required, along with knowledge of regulatory standards such as GMP. Strong communication, attention to detail, and teamwork skills help you collaborate effectively and troubleshoot complex operational issues. These competencies ensure processes run smoothly, products meet quality standards, and regulatory compliance is maintained in a high-stakes technical environment.

Televic Rail US is a global leader in rail communication and passenger information systems, delivering innovative technology solutions that support safer, smarter, and more connected transportation networks worldwide.

As our North American operations continue to grow, we are seeking an East Coast–based Technical Bid Manager to lead complex customer pursuits and develop winning technical and commercial solutions for major rail projects across the U.S. and internationally.

Position Summary

The Technical Bid Manager plays a critical role in leading strategic bids from initial customer inquiry through proposal development and contract award.

This role serves as the bridge between customers and internal teams — translating customer requirements into clear, feasible, and competitive technical solutions while coordinating across sales, engineering, product management, and project teams.

The ideal candidate combines strong technical and systems thinking with excellent communication, organizational, and customer-facing skills.

Key Responsibilities

  • Lead complex technical and commercial bids from initial inquiry through contract award

  • Analyze customer requirements, specifications, and RFP documentation

  • Develop clear, practical, and competitive technical solution concepts

  • Coordinate closely with Sales, Engineering, Product Management, and Project Management teams

  • Serve as the primary technical point of contact and coordination during the bid phase

  • Identify technical, operational, and commercial risks and ensure they are addressed appropriately

  • Support pricing strategy and proposal development activities

  • Present and explain solution concepts to customers and stakeholders

  • Ensure proposals are accurate, complete, and aligned with customer expectations and company capabilities

  • Manage multiple priorities and deadlines in a fast-paced environment

  • Support continuous improvement of bid processes, documentation, and internal coordination

  • Bachelor’s degree in Engineering, Computer Science, Information Technology, or related technical field preferred

  • Equivalent combination of education and relevant technical experience will also be considered

  • Experience working in technical, systems, engineering, project management, solutions, or customer-facing technical roles

  • Strong ability to coordinate cross-functional teams and manage complex initiatives

  • Excellent written and verbal communication skills

  • Strong analytical, organizational, and problem-solving abilities

  • Comfortable interacting directly with customers, vendors, and internal stakeholders

  • Ability to manage multiple projects and shifting priorities effectively

  • Experience with transportation, rail, communications systems, software, electronics, infrastructure, or other complex technical environments is a plus

  • Experience with proposal management, bids, RFPs, systems integration, or technical solution development is preferred
