Job Title: Facility Integrity Engineer II
Reports To: Tank and Facilities Manager
Location: Houston
Position Summary:
This position helps develop, implement, administer, and continuously improve multiple tools, processes, and programs related to facility integrity, safety & regulatory compliance. Primary duties will be in the areas of technical integrity, risk management, and regulatory support.
The Facility Integrity group works collaboratively across multiple organizations and assets located throughout the United States and Canada. This group also serves as the primary interface for regulatory agencies and industry groups including but not limited to: DOT/PHMSA - Office of Pipeline Safety, Texas Railroad Commission, American Petroleum Institute, Association of Oil Pipelines, and Pipeline Research Council International.
Job Responsibilities:
  • Integrity Management Plan:
    • Plans and executes all requirements of Plains' Facility Integrity Management Plan.
    • Integrity point of contact for a specific Plains Operation Division.
    • Participate in new construction reviews and due diligence activities.
    • Participate in FIMP external audits
  • Conducts needed analysis:
    • Understands background of programs in relation to pipeline regulations, industry standards, integrity assessment methods, repair methods, etc.
    • Coordinates execution of advanced analysis and leads efforts to complete.
    • Follow procedures to conduct advanced activities including High Consequence Area (HCA) Analysis, Pressure Cycling/Fatigue Analysis, Fitness for Service Analyses, EFRD Analysis, etc.
    • Uses a systematic, structured approach to develop short- and long-range plans for accomplishing goals.
  • Conducts Assessments, evaluations, and tracks metrics:
    • Interprets business partner needs, assesses requirements, identifies, and implements solutions.
    • Identifies positive and negative trends in business operation over time to create a compelling case for overall process improvement.
    • Gathers best practice information from external sources to identify where changes/improvements are needed throughout the organization.
    • Uses tools to assess ongoing performance, measure results, and encourage superior achievement.
    • Identifies relevant integrity threats and operating risks for assets and determine preventive and mitigative (P&M) measures, which includes use of High Consequence Area (HCA) analysis, Risk Analysis.
    • Reviews and analyzes piping NDE and tank/vessel inspection results to develop repair plans.
    • Identifies inspection results needing fitness for service evaluation.
    • Provides Engineering support for Integrity Projects including, determination of required hydrostatic test pressures, MOP/MAOP calculations, and evaluation of defects and recommending appropriate repairs based on analysis of integrity inspection results.
    • Reviews NDT data for quality assurance.

Knowledge, Skills, and Experience Required:
  • Bachelor's degree in Engineering required.
  • A minimum of 4 years of related experience in the following areas strongly preferred:
    • Interpretation of DOT/PHMSA regulations and standards.
    • Inspection/testing, maintenance of pipeline(s) and equipment
    • Piping and tank/vessel repair determination and design
    • Facility design/installation/fabrication
  • Preferred certifications
    • API 510, 570, 653
  • Strong written and verbal communication skills with ability to present at executive level.
  • Strong team player. Works effectively and cooperatively with other departments within the company; including Pipeline Operations, Pipeline Control, and Commercial. Actively shares knowledge and skills with others.
  • Demonstrated ability to work independently with minimum supervision. Self-starter and proactive with strong organizational skills. Must be able to set realistic goals, and complete commitment on schedule.
