Job description

Position: Technical Library Support

Location: Pearl City, HI

Clearance: Secret

Responsibilities (including, but not limited)

  • Utilize technical and administrative expertise to assist in the research, planning, and development of Controlled Work Packages, tracking that all certification and technical requirements are accounted for all maintenance done within the Deep Submergence System (DSS) – Scope of Certification (SOC) boundary in support of Dry Deck Shelters (DDS), Dry Combat Submersibles (DCS), Germanischer Lloyd (GL) certification, all interface and support equipment, and any additional NSW development programs/equipment. Ensuring that all onsite information is complete and current for all assets assigned. 

  • Provide technical research and planning support. Apply technical library organizational requirements as outlined in NAVSEA and SECNAV instructions as defined in COMFLTFORCOMISNT 4790.3 (JFMM) Volume IV, Chapter 11. Assist in inventory control, revision control and accountability, record keeping, and security of technical documents. 

  • Assist in providing a consolidated information center to support all assets and miscellaneous equipment maintenance. Provide the Quality Assurance and Planning Offices with accountability, control, continuous integrity and security of technical publications/manuals work procedures, drawings, Allowance Parts Lists (APLs) and test procedures. 

  • Ensure current revisions available from the supporting planning yards are preserved into technical manuals, drawings, instructions and organizing these information resources for ease and efficiency of retrieval upon receipt at the technical library. 

  • Analyze, evaluate, and maintain written procedures which describe how to accomplish maintenance and/or repairs that may enhance various platform maintenance capabilities. 

  • Conduct technical procedure and data research, assist in preparation of LAR, TMDER, and TFBR to the DDS Planning Yard. 

  • Interface with OEM manufacturers and other service providers as needed to complete tasks under the PWS. Notify the COR in advance of all interactions with non-government individuals when completing such tasks. 

  • Assist in providing work package development support services. Process technical document changes to aid in accurate performance of planned and corrective maintenance requirements developed as Controlled Work Packages (CWPs) / Formal Work Procedures (FWPs) to successfully accomplish the required maintenance within the DSS-SOC boundaries of DDS, GL requirements of DCS, or associated ancillary equipment. 

  • Assist in consolidating data, inventory control, accountability, records keeping, and security of technical documents. 

  • Assist in maintaining technical documents; technical manuals, test procedures, and drawings for all assets such as the DDS, DCS, SDV, and SWCS vehicles. 

  • Maintain Diving Department technical documents; Fly-Away Diver Systems (FADS), Standard Navy Double Lock (SNDL) Recompression Chamber, Transportable Recompression Chamber System (TRCS), Light Weight Diving Dive Systems (LWDS) documents and drawings. Also maintain documents including U.S. Diving Manual, Diver Top Side Notes, and technical documents from Supervisor of Salvage and Diving/SUPSALV website, Lockout Chamber, and drawings. 

  • Maintain General TMs, technical documents, and drawings for N9 – 3-M section, Hull Technician (HT) Shop, Crane Operations TMs, Clean Room/Calibration section, and standard TMs such as General Overhaul Specs, Submarine Safety Program (SUBSAFE), Lithium Battery SOP, Metrology and Calibration (METCAL), and SUBSAFE Fastener TM. 

  • Assist in control of technical documents, procedures and distribution involving printing of hard copies and maintaining an electronic library on LAN, enabling access to technical documents and changes within 48 hours of changes and providing email alerts of these changes. 

  • Participate in weekly meetings on the current status of technical publications required to be maintained. 

  • HS Diploma or GED plus twelve (12) years related experience related experience. 

  • Minimum twelve (12) years of experience with FMP management practices and a thorough knowledge of automated modernization information systems applicable to K, KP and D SHIPALTS and SHIPALT contractor and installation activities. 

  • Minimum twelve (12) years of experience interpreting and implementing a broad range of management policies in automated modernization management systems 

  • Secret level Clearance 

  • Prior Military experience preferred.
