HCH Enterprises, LLC is seeking a Medicaid Chief of Policy. This is a full-time position with HCH Enterprises, LLC, contract position with the state of Rhode Island.

Job Title: Rural Health Transformation Medicaid Chief of Policy

Job Description:

Key Responsibilities

  • As a part of the Medicaid policy team, lead Medicaid policy efforts supporting RHTP and other strategic initiatives.
  • Develop strategies to sustain RHTP-funded programs through Medicaid funding mechanisms, including but not limited to a comprehensive understanding of federal Medicaid authorities to determine the feasibility to sustain an array of RHTP project using Medicaid funds.
  • Identify and secure federal Medicaid authorities, including waivers and State Plan Amendments (SPAs).
  • Ensure compliance with federal and state Medicaid regulations.
  • Lead the policy and budget initiative process for all RHTP specific Medicaid initiatives, including state legislative and budget authority and federal authority, as applicable.
  • Maximize federal financial participation (FFP) opportunities for benefits, administrative functions, and agency operations.
  • Collaborate with CMS, state agencies, and stakeholders on policy development and implementation.
  • Conduct policy analysis and provide recommendations to executive leadership.
  • Prepare briefing materials, policy documents, and regulatory submissions.
  • Serve as a subject matter expert on Medicaid policy, financing, and program sustainability.

Minimum Requirements

  • Bachelor's degree in Public Policy, Public Administration, Public Health, Healthcare Administration, Law, or related field.
  • 8+ years of experience in Medicaid policy, healthcare policy, or public sector healthcare programs.
  • Experience developing policy recommendations and regulatory submissions.
  • Strong analytical, communication, and stakeholder engagement skills.
  • Ability to manage complex projects and work across multiple agencies.

Preferred Qualifications

  1. Master's degree (MPH, MPA, MHA, JD, or related field).
  2. Experience working directly with CMS and Medicaid waiver programs.
  3. Knowledge of Medicaid financing, administrative claiming, and federal reimbursement methodologies.
  4. Experience supporting healthcare transformation or grant-funded initiatives.
  5. Knowledge of Medicaid regulations, waivers, SPAs, and federal funding mechanisms.


This is a primarily remote position, with in-person attendance required for some meetings. Projected start date is as soon as possible. Length of contract is at least 5 years. Annual compensation range is $115,000 - $125,000.
