Senior Manager, Regulatory Affairs - International Advocacy

Capital Oneโ€™s Regulatory Affairs team sits within the Global Enterprise Affairs function and is responsible for managing interactions with a broad set of global financial services regulators who oversee Capital One. The team champions risk management and regulatory compliance thought leadership and serves as a strategic advisor to senior management, while overseeing and contributing to regulatory interactions (e.g., onsite supervision) and external advocacy (e.g., policy development), respectively. The International Regulatory Affairs team leads and supports these core sets of responsibilities for Capital Oneโ€™s international businesses, including the Discover Global Network.

We are seeking a Senior Manager with international regulatory experience to play a pivotal role in architecting, scaling, and executing the teamโ€™s international regulatory affairs and external advocacy apparatuses for Capital One. A successful candidate will have strong project management and communication skills, as well as experience overseeing regulatory matters and interacting with both regulators and government officials. The Senior Manager will design and implement frameworks to help ensure compliance with international regulations, and support teams managing supervisory and policy advocacy engagement.

  • Possess working knowledge of Business to Business, Business to Consumer, and emerging payments ecosystems, and knowledge of the political and regulatory landscapes surrounding payment systems across international regions
  • Have experience coordinating regulatory matters and directly interacting with financial regulators and government officials, and leveraging these external relationships to inform and influence priority global business strategies
  • Have excellent stakeholder management skills, with the ability to translate complex regulatory requirements into actionable technical and operational tasks for business and technology teams
  • Lead with empathy when working with internal and external stakeholders, and thrive in building and cultivating collaborative relationships across diverse, cross-functional, and international teams.
  • Are willing and flexible to travel and work across various global time zones.

Primary Responsibilities Include:

  • Supporting the design and implementation of Global Enterprise Affairsโ€™s strategy and program to oversee and coordinate international engagement with external stakeholders, including regulators, government officials, multilaterals and other relevant policy bodies, etc.
  • Shaping and executing Capital Oneโ€™s international policy advocacy development by drafting policy papers, briefing notes, position papers and advocacy products on relevant issues in close coordination with other internal functions (Government Affairs), inclusive of new market entry readiness efforts.
  • Closely track and monitor global regulatory developments and political landscapes across banking, financial services and emerging technologies (e.g. payment systems), to evaluate business impacts and proactively inform regional and global business strategy.
  • Applying risk management expertise to identify and mitigate regulatory risk, and ensure compliance with laws, regulations, and supervisory expectations.
  • Leading the coordination of timely and accurate responses to inquiries, examinations, and reporting requirements for global regulators, paritcularly non-US regulatory bodies.
  • Provide strategic planning and core administrative support for the Regulatory Affairs function, driving and coordinating internal reporting to senior management across the enterprise, synthesizing complex regulatory developments into clear, concise, and actionable summaries.

Basic Qualifications:

  • At least 5 years of experience working with regulatory agencies, multilateral organizations, financial services institutions, government officials, consulting, or a combination
  • At least 5 years of experience in policy development, advocacy, strategic influencing, or public affairs

Preferred Qualifications:

  • 6+ years of experience working with regulatory agencies, multilateral organizations, financial services institutions, government officials, consulting, or a combination
  • 6+ years of experience working with international regulatory agencies or international government officials with a deep understanding of regional financial regulations and policies
  • 6+ years of experience architecting and executing international policy advocacy strategies, with a proven track record of directly engaging international regulatory bodies, government officials, and industry trade groups to shape evolving regulatory frameworks and advance strategic business priorities
  • 5+ years of experience coordinating and reporting to multi-functional teams, and managing complex, cross-functional projects with tight deadlines
  • Strong understanding of global policy processes, international institutions, and the political, economic, and geopolitical dynamics.
  • Working knowledge of financial services activities and payments ecosystems
  • Demonstrated ability to conduct policy analysis, synthesise complex information, and produce clear, evidence-based recommendations for senior decision-makers.
  • 5+ years of experience supporting integrated projects or programs where both internal senior leaders and external stakeholders are your customers.
  • Proficiency in English
  • Written and verbal proficiency in additional languages

McLean, VA: $200,700 - $229,100 for Sr Mgr, Regulatory RelationsRichmond, VA: $182,500 - $208,300 for Sr Mgr, Regulatory Relations

Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidateโ€™s offer letter.

This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
