  • You will report directly to the Major Program Manager and will provide technical leadership for and management of developing, acquiring, and fielding standardized Navy business solutions for critical acquisition, financial, and logistics operations.
  • You will lead and manage multiple IT related projects, that include oversight of cybersecurity, engineering, and/or infrastructure domains, to ensure coherence and resource efficiency.
  • You will interface with senior executives, technical teams, and other program managers to set priorities, resolve dependencies, and drive decision-making.
  • You will provide technical management functions of the program that include governance and effective application of current technology, acquisition practices, design, and security considerations in developing.
  • You will oversee and mentor personnel on the transition from traditional acquisition frameworks to modern adaptive frameworks, such as the Software Acquisition Pathway, and effective tailoring of the acquisition system.
  • You will ensure that evolving Enterprise information and business technology and new commercial best practices, theories, and techniques are understood and applied throughout the supporting communities in the DON and commercial industry.
  • You will develop and implement program plans; justify technical characteristics; and funding, and methodologies to all levels of the DoW and the DON.
  • You will move the program towards acceptable, common technology standards by ensuring all activities are informed of new technologies through campaign (change management) plans, scheduled meetings and conferences.
  • You will lead, coordinate, communicate, integrate and align IT program management efforts with critical program and/or CPE WEBS priorities that include project initiation to sustainment fulfill established requirements.
  • You will lead modernization of IT service delivery capabilities to deliver systems and services and manage systems analysis, design, development, system configuration, integration, test and evaluation, production, installation etc.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading multiple IT related projects, that include oversight of cybersecurity, engineering, and/or infrastructure domains, to ensure coherence and resource efficiency; applying principles, concepts, and methods of enterprise architecture to align IT strategy, plans, and systems with the mission, goals, structure, and processes of the organization.
In addition to the above listed qualifications, your experience must also reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
