Job description

Overview

The Senior Acquisition Trainer will provide acquisition and program management instruction to Program Managers and Contracting Officer's Representatives (CORs) at the Defense Threat Reduction Agency.

Responsibilities

The following reflects management's definition of key functions for this job and reserves the right to assign additional duties as necessary to meet operational requirements:

  • Serve as lead instructor for Contracting Officers' Representative (COR) training, developing and maintaining a curriculum that exceeds basic certification standards and focuses on practical application and proactive contract management.
  • Provide expert acquisition instruction including, but not limited to strategic source selection, advanced cost and price analysis, Independent Government Cost Estimate (IGCE) development strategies, and in-depth market research techniques.
  • Provide acquisition instruction regarding pre-award documentation requirements including the development or input to statements of work, performance work statements, independent government cost estimates, quality assurance surveillance plans, justifications and approvals, determination and findings, acquisition strategies and plans, source selection plans, requests for proposals and quotations, task order requests, business clearances, and other pre-award documentation.
  • Provide curricula development support, ensuring programs of instruction are compliant with the Federal Acquisition Regulations (FAR) DoD requirements and DTRA Curriculum Development Standard Operating Procedures.
  • Maintain currency in the subject matter one teaches through professional reading, regular exercise of relevant computer applications, and ongoing communications with the Defense Acquisition community.
Qualifications

Skills/ Qualifications:

  • ย Possess instructor certification through military instructor or civilian teaching/instructor course.
  • Ability to create and update programs of instruction for given lessons.
  • Ability to perform detailed work with little guidance and interact in a positive manner with other government and industry personnel.
  • Expert knowledge of the Federal Acquisition Regulations and DoW FAR Supplement (DFARs).
  • Knowledge in the application of DoD 5000.02 "Operation of the Adaptive Acquisition Framework (AAF).
  • Demonstrate excellent verbal and written communications, and organizational and interpersonal skills.
  • Demonstrate excellent presentation skills.

ย Education and Experience:

  • Bachelor's degreeย from an accredited college or university.
  • A minimum of five (10) years Federal Government experience as military, civilian, or contractor.
  • Experience in Federal Government acquisition and financial management.
  • Experience with distributed learning methodologies.
  • Experience working with and briefing senior level DoD personnel.
  • Experience working in a time-sensitive environment with a high-level of accountability.ย 
  • Understanding and experience in Planning, Programming, Budgeting and Execution Process (PPBE).
  • 2-5 years' experience as an instructor.
  • Instructional systems design experience desired.

Clearance Requirements: Must possessย an active Secret security. Must be a U.S. Citizen.ย 

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:ย 

  • Ability to perform repetitive motions with the hands, wrists, and fingers.ย 
  • Ability to engage in and follow audible communications in emergency situations.ย 
  • Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $140,000 to $160,000 annual salary range for this position and is just one component of Nakupuna Companies' total compensation package for employees.
