Potelco, Inc., a Quanta Services company, is partnering with Cougar Construction to bring on an Estimator / Project Manager to support their team in Albany, Oregon. This dual-function role splits time between estimating and project management, supporting the successful planning, execution, and delivery of civil construction projects. 

Cougar Construction is a general contractor based in Albany, Oregon, specializing in civil construction for the high-voltage electrical industry. Our work supports electrical substations and transmission lines and includes site development, trenching, structural concrete foundations, and drilled shaft foundations.

This role combines estimating and project management. You will be responsible for developing accurate, competitive bids and, once awarded, managing projects through successful execution with accountability for schedule, quality, and budget.

The pay for this role is a range of $100,000-$150,000 depending on expercience. 


  • Perform quantity takeoffs and earthwork modeling using AGTEK.
  • Prepare detailed cost estimates using HCSS HeavyBid.
  • Develop bid proposals including scope letters, work plans, schedules, and required submittals.
  • Manage awarded projects, including submittals, RFIs, cost tracking, budget maintenance, scope changes, and change order preparation.
  • Track labor hours and material quantities using HCSS HeavyJob.
  • Monitor project schedules and coordinate closely with field leadership to ensure quality and production expectations are met.
  • Communicate effectively with internal teams, field personnel, subcontractors, and customer representatives.
  • Estimate and manage multiple projects simultaneously across varying sizes and scopes.

  • Minimum of five years of experience in civil construction estimating and project management.
  • Bachelor’s degree in engineering or construction management, or equivalent practical experience.
  • Proficiency in Microsoft Office (Word, Excel, Outlook).
  • Strong written and verbal communication skills.
  • Proven problem-solving ability and a proactive, detail-oriented work style.
  • Willingness to travel periodically for pre-bid meetings and jobsite visits.
  • This position is based in Albany, Oregon. Candidates must reside within a reasonable commuting distance.
