The primary purpose of this position is to serve as a 448 SCMW/OMM Team Lead Human Resources Liaison (HRL) and senior subject matter expert responsible for leading a team comprised of four or more HRLs. Performs official team leader duties utilizing a variety of coordinating, coaching, facilitating, consensus building, and planning techniques. Responsible for providing strategic planning recommendations to improve mission effectiveness, resource efficiency and resource savings in addition to training team members and monitoring tasks to meet timelines established by leadership. Oversees and executes team projects, assignments and studies encompassing all facets of organizational manpower and personnel requirements, to include but not limited to attrition trends, turnover, vacancies, recruitment, position requirement accuracy, establishment and revision of position descriptions, alignment of positions, functions, and work processes.
As the Lead for Personnel Programs, you will be the driving force behind a dedicated team of Human Resources Liaisons, actively balancing workloads, mentoring staff, and ensuring top-tier HR service delivery across the enterprise. You will act as a strategic project manager, leading analytical studies utilizing Art of the Possible (AoP) methodologies to identify process improvements, optimize manpower resource utilization, and deliver data-driven recommendations directly to senior leadership. Beyond team leadership, you will oversee critical wing operations by executing personnel actions, Manpower Change Requests (MCR), and Organizational Change Requests (OCR), while ensuring the accuracy of Unit Manning Documents (UMD).
Additionally, you will shape our organizational structure by guiding the development of position descriptions across General Schedule (GS), AcqDemo, and Federal Wage System (FWS) systems, providing expert counsel on hiring authorities, succession planning, and position management to build a workforce prepared for future challenges.

2. Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.
3. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.
4. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.
5. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations.
6. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution.
7. Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
8. Ability to utilize AoP concepts and initiatives to plan, organize, and direct the functions and staff of an organization.
