Job description

Position Description TARGET ENTRY SALARY Engineering Specialist I: $65,226 - $68,488 DOQ Engineering Specialist II: $71,912 - $75,507 DOQ POSITION OPEN UNTIL FILLED Under limited supervision, the Engineering Specialist performs various technical and specialized engineering work for the design, construction, protection, and maintenance of the City infrastructure

Manages multiple projects and ensures the implementation of development and engineering standards. This position is based at the Public Works Operations Complex and focuses on the inspection, rehabilitation, and maintenance of the City's stormwater infrastructure. The role works closely with field crews and contractors to identify needed repairs, coordinate rehabilitation work, and ensure work is completed in accordance with City standards and contract requirements.

The position serves as a technical liaison between the Engineering Division and field operations, including review of CCTV inspection results, preparation of work orders, and oversight of contractor performance. Prior experience in stormwater inspection, rehabilitation, construction inspection, or related infrastructure maintenance is desirable. Current recruitment is for our Public Works Department.

Duties and Responsibilities Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following: Utilizes and applies engineering and project management principles to facilitate the success and overall prosperity of the City's utilities and infrastructure; manages significant capital improvement projects for the City with large budgets and strategic goals. Checks, evaluates, and reviews plans and specifications submitted by private engineering consultants and confers with and advises contractors, owners, and architects relative to the interpretation and application of City codes, standards and specifications.

Reviews and evaluates proposed developments; provides all engineering reviews and coordinates with the planning department; communicates with various developers to resolve issues raised during the review process. Performs site visits to all projects within the City; reviews permits (such as right-of-way) and other applications for permitting; ensures all necessary documentation is submitted to satisfy requirement for issuance of permits. Prepares or participates in the preparation of designs and plans for engineering projects; determines and drafts specifications and details, makes complex computations, creates preliminary and final designs, and identifies time and material estimates; performs extensive project management and coordination.

Monitors, and evaluates higher profile contract construction work to ensure compliance with established design, specification, and contract agreements; performs inspections and walkthroughs. Attends and provides advice and engineering expertise in pre-construction conferences; reviews, evaluates, and determines feasibility of construction plans for private development; monitors compliance with City codes and proper engineering design standards. Represents the City in regional, state, and local meetings; provides information and documentation; participates in the review of various studies which impact the engineering methodology of the City.

Manages, monitors, and handles engineering consultant contracts as needed; provides feedback and general information regarding contract status and details; Performs other duties as assigned. Minimum Qualifications Licenses, Certifications, and Equipment: A valid State driver's license is required. Education and Experience: Engineering Specialist I: Bachelor's Degree in Civil, Mechanical, Chemical or Electrical Engineering, or a related engineering degree; OR an equivalent combination of education, training, and experience may be considered.

NOTE: Individuals currently in their last semester of school may apply. Should they be selected prior to graduation, they will be required to provide evidence of degree by hire date. Engineering Specialist II: Bachelor's Degree in Civil, Mechanical, Chemical or Electrical Engineering, or a related engineering degree and two (2) years of engineering related experience; OR one (1) year of engineering related experience and certification as an Engineer Intern; OR an equivalent combination of education, training, and experience may be considered.

Supplemental Information Knowledge of - Engineering terminology and principles, civil, marine, mechanical, electrical disciplines are desirable Design experience is highly desirable Mathematics through trigonometry and its application to field surveying and engineering computations Construction, inspection, and maintenance of construction projects Principles and practices use in property location and topographic surveying Department policies and protocols Skill in - Reading and interpreting basic civil engineering plans, maps, aerials, and survey symbols Adapting approved engineering methods and standards to the design and construction of a variety of municipal construction projects Performing mathematical problems with speed and accuracy Plans, designs, reviews, and manages difficult or challenging engineering projects.
