The Systems Engineer (Level 5) is the most senior systems engineering role on the contract, applying the standard characteristics of the labor category at the highest capability level in support of the ISEE program. This individual performs exceptionally complex, inter-discipline, and inter-organizational work that cannot be performed at Level 4 due to its size or complexity, and serves as a key member of the senior leadership team providing expert guidance to Government and vendor senior technical personnel.


Responsibilities:

  • Apply the standard characteristics of the systems engineering labor category at the highest capability level.
  • Perform exceptionally complex, inter-discipline, and inter-organizational systems engineering tasks beyond the scope of Level 4 due to size or complexity.
  • Analyze user requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications.
  • Analyze system requirements and lead design and development activities across multiple organizations.
  • Guide users in formulating requirements, advise on alternative approaches, and conduct feasibility studies.
  • Provide technical leadership for the integration of requirements, design, and technology across the enterprise.
  • Develop system architecture and system design documentation, and incorporate new plans, designs, and systems into ongoing operations.
  • Guide system development and implementation planning through assessment or preparation of systems engineering management plans and system integration and test plans.
  • Provide expert guidance and direction to Government and vendor senior level technicians and managers.
  • Direct multiple contractor and subcontractor teams through project completion.
  • Oversee and monitor performance across several disciplines and take steps to resolve issues as required.
  • Serve as a key member of a senior leadership team, or work independently as the responsible technical authority.
  • Hold responsibility for the technical integrity of work performed and deliverables associated with the systems engineering area of responsibility.
  • Interact with the Government regarding systems engineering technical considerations and associated problems, issues, or conflicts.
  • Communicate with program personnel, Government stakeholders, and senior executives.


Required Skills and Experience:

  • Active TS/SCI Security Clearance
  • DoD 8570 compliance or an information assurance certification commensurate with the technical objectives and services required within the task order, maintained throughout contract performance.
  • One of the following combinations of education and systems engineering experience: High School Diploma + 14 years; Associate's Degree + 12 years; Bachelor's Degree + 10 years; Master's Degree + 8 years; or PhD + 6 years.
  • Demonstrated experience leading enterprise-scale or inter-organizational systems engineering efforts.
  • Experience serving as the senior technical authority on a large government program.
  • Experience providing expert technical guidance to Government and vendor senior leadership.
  • Experience directing multiple contractor and subcontractor teams to project completion.


Preferred Certifications:

  • CompTIA CASP+ (IAT Level III)
  • INCOSE Expert Systems Engineering Professional (ESEP)
  • Project Management Professional (PMP)
  • Applicable software or hardware training and certifications commensurate with the IT environment specified within the task order
