Job Summary:

This position entails graduated responsibility leading CU Medicine and School of Medicine (SOM) services that enable success in relationships and activities that support the patient population insured by Health First Colorado (Medicaid). This includes the CMS Supplemental Payment Program, also known as Upper Payment Limit (UPL), and engagement with external partners including Colorado Department of Health Care Policy & Finance, Regional Accountable Entities and local Health Care Alliances.

Key Responsibilities:

         Supplemental Payment Program - Individual will play a key contributing role in management of the Medicaid supplemental funding program. Responsibilities will include, but are not limited to

o   Work collaboratively with the Colorado Department of Health Care Policy & Finance (HCPF) UPL team

  Fulfill requirements of the Interagency Agreement (IA) and oversee periodic revisions to the IA

  Support development of annual Scopes of Work (SOW) and provide direct oversight of SOW management, inclusive of deliverables tied to "at risk" funding. 

  Provide clinical expertise and insight crucial to continued Colorado Department of Health Care Policy and Financing partnership.

  Participate in HCPF/CUSOM annual review meeting

o   Provide clinical leadership to CU Medicine UPL team

  Lead contributor on specialty care environmental scan reporting and SWOT analysis

  Provide clinical expertise and insight crucial to program administration

  Attend and contribute to monthly HCPF/CU Medicine combined workgroup meetings and related bodies of work

  Partner with Program Director on budgeting and general fiscal stewardship

  Partner with Program Director on development of reporting analytics

  Attend frequent ad hoc HCPF meetings to provide clinical insight and expertise

  Review reports prior to submission

         Site visit PowerPoint decks

         SOW deliverables

         Semi-annual reports

         Legislative Request for Information (LRFI)

o   Directly engage with current and potential SOM department UPL project leadership teams

  Understand current project focus, structure, and performance

  Meet with department/project leadership as needed to

         Interface with overall UPL activities

         Gather information needed for specialty care environmental scan reporting and SWOT analyses

         Review performance and identify opportunities for improvement

         Assist with project renewal process

o   Identify and coordinate development of new opportunities to improve quality and efficiency for Health First Colorado members and UPL projects and programs

         Provide representation for internal and external stakeholder committees and initiatives including but not limited to

o   Promotion of eConsult utilization in collaboration with the University of Colorado Care Collaborative

o   Coordinate University of Colorado Governmental Affairs review of LRFI and participation in HCPF annual review

o   Participate in Colorado Access activities including the Integrated Network Provider Advisory Committee and Quality Improvement Committee

o   Participate in Aurora Health Alliance meetings and subgroups

Organizational Relationships

         Year One reports directly to Sr. Medical Director, CU Medicine/Associate Dean, University of Colorado School of Medicine

         Subsequent direct report to Senior Associate Dean, Administration & Finance, University of Colorado School of Medicine/Executive Director, CU Medicine

         Works collaboratively as a leadership dyad partner with the CU Medicine Director, Office of Value Based Performance & Strategy

         Works collaboratively with all members of the CU Medicine executive leadership team, including other medical directors

Year 1: 0.3 FTE

Subsequent Years: 0:4 FTE

Onsite - this role is expected to work onsite and is located in Aurora, Colorado.

Qualifications:

Minimum Qualifications:

Applicants must meet minimum qualifications at the time of hire.

        University of Colorado School of Medicine Faculty Member in good standing, minimum of five years

        Previous leadership experience in a University of Colorado School of Medicine clinical care setting

        Experience interacting across multiple CU SOM departments

        Experience interacting with external stakeholders such as government agencies, health care organizations, or community non-profit organizations

Preferred Qualifications:

        Public Health experience is valuable but not required

Knowledge, Skills and Abilities:

        Track record of success in high-stakes negotiations

Anticipated Pay Range:

The starting salary range (or hiring range) for this position has been established as:

An administrative supplement of $15,000-$20,000 per annum.
