The Supply Chain Manager is responsible for leading the procurement function supporting Engineering, Procurement, and Construction (EPC) projects across the MasTec Power Delivery East and Central Regions, which includes companies such as Henkels and McCoy, Inc, Intren, and Three Phase Line Construction, Inc. This role develops and executes sourcing and contracting strategies for materials, engineered equipment, subcontractors, construction services, and professional services to support safe, efficient, and profitable project execution.

The Supply Chain Manager leads a team of Procurement Category Analysts and Material Planners and works closely with Business Development, Estimating, Project Management, Legal and Finance to ensure the timely acquisition of goods and services while maximizing value, mitigating risk, and maintaining contractual compliance. This role is accountable for strategic sourcing, subcontract management, category management, material planning, and the overall availability of materials required to support successful EPC project execution.


Responsibilities

EPC Procurement Strategy and Project Support

  • Develop and execute procurement strategies aligned with EPC project schedules, budgets, and execution plans.
  • Partner with Estimating, Project Management, and Operations teams during project pursuit, planning, and execution phases.
  • Lead procurement planning activities to support project schedules and critical path requirements.
  • Establish sourcing strategies for construction subcontractors, engineered equipment, bulk materials, rental equipment, and professional services.
  • Support bid development activities by obtaining vendor and subcontractor quotations and performing commercial evaluations.
  • Ensure procurement activities align with customer contract requirements and project-specific obligations

Strategic Sourcing and Category Management

  • Lead competitive sourcing events, RFQs, RFPs, and subcontractor bid processes.
  • Develop and negotiate commercial agreements, master service agreements, purchase orders, and construction subcontracts.
  • Negotiate pricing, delivery schedules, payment terms, warranties, liquidated damages, performance guarantees, and other commercial terms.
  • Ensure prime contract flow-down requirements are incorporated into supplier and subcontractor agreements.
  • Evaluate subcontractor and supplier proposals to ensure technical, commercial, and contractual compliance.
  • Manage contract administration activities throughout project execution, including change orders, claims mitigation, and contract closeout.
  • Develop category and supplier strategies that improve cost, quality, safety, schedule performance, and overall project outcomes

Supplier and Subcontractor Management

  • Establish and maintain strategic relationships with key suppliers, subcontractors, and service providers.
  • Lead supplier qualification, prequalification, and performance evaluation programs.
  • Monitor supplier and subcontractor performance against established KPIs for cost, quality, delivery, safety, and contractual compliance.
  • Conduct supplier audits, risk assessments, and performance reviews.
  • Develop mitigation strategies to address supply chain disruptions, labor shortages, material availability issues, and project execution risks.
  • Ensure subcontractors maintain required insurance, bonding, licensing, and compliance documentation

Material Planning

  • Lead the Material Planning team responsible for demand planning and material availability across EPC projects.
  • Develop material requirement forecasts based on project schedules, engineering releases, construction work plans, and customer commitments.
  • Partner with Project Management, Operations, and Engineering to ensure material procurement plans align with project execution milestones and critical path schedules.
  • Oversee planning activities for long-lead materials and equipment to minimize schedule delays and project execution risk.
  • Lead material allocation and prioritization efforts during supply constraints or market disruptions.
  • Implement material shortage reporting and escalation processes to proactively identify supply risks and mitigation actions.
  • Coordinate with procurement, suppliers, and project teams to ensure timely delivery of materials to job sites.

Cost Management and Risk Mitigation

  • Conduct spend analysis and market intelligence reviews to identify savings opportunities and category improvements.
  • Deliver annual cost reduction and procurement value creation objectives.
  • Monitor commodity markets and construction industry trends impacting project costs and supplier availability.
  • Identify commercial, contractual, and supply chain risks and implement mitigation strategies.
  • Support project forecasting and budgeting efforts through proactive procurement planning and cost management.


Leadership and Cross-Functional Collaboration

  • Provide guidance to Category Analysts, Material Planners, and other procurement team members.
  • Partner with Operations, Accounting, Finance, Legal, and other key stakeholders to understand requirements and ensure procurement strategies support business objectives.
  • Lead training on procurement processes, tools, and best practices.

Qualifications
  • Bachelor’s Degree (preferably in Business, Accounting, Finance, Procurement, Supply Chain, or Economics) is required.
  • 10+ years of procurement or strategic sourcing experience
  • Experience managing complex categories, suppliers and contracts.
  • Ability for occasional travel

  • Highly proficient in MS Excel, Word, Access, Outlook, and procurement analytics.
  • JD Edwards, Oracle Cloud Fusion Procurement, and/or other IT systems proficiency is a plus.
  • Excellent analytical and problem-solving abilities.

  • Strong interpersonal and communication skills with the ability to influence stakeholders.
